REVIEWJarmila Sosedova – Jan Slesinger – Miroslav Bariak *TELEMATICS IN INLAND NAVIGATIONOne <strong>of</strong> <strong>the</strong> goals <strong>of</strong> EU transport policy is <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong> integr<strong>at</strong>ed control systems to control transport processes in all means <strong>of</strong>transport, including <strong>the</strong> systems for w<strong>at</strong>er transport<strong>at</strong>ion. Recent deployment <strong>of</strong> inform<strong>at</strong>ion and communic<strong>at</strong>ion technologies on inland w<strong>at</strong>erwaysbrings noticeable impact in security and efficiency <strong>of</strong> transport. Based on this, <strong>the</strong> European Council and Parliament issued <strong>the</strong> directiveconcerning harmonized River Inform<strong>at</strong>ion Services (RIS) on inland w<strong>at</strong>erways around European Union Member St<strong>at</strong>es. Its aim is <strong>the</strong> harmonizedimplement<strong>at</strong>ion <strong>of</strong> inform<strong>at</strong>ion and communic<strong>at</strong>ion systems on <strong>the</strong> network <strong>of</strong> European inland w<strong>at</strong>erways.1. IntroductionThe applic<strong>at</strong>ion issue <strong>of</strong> inform<strong>at</strong>ion, communic<strong>at</strong>ion and telem<strong>at</strong>icservices in transport<strong>at</strong>ion including w<strong>at</strong>er transport falls intokey areas <strong>of</strong> WHITE PAPER “European transport policy for 2010:time to decide” [KOM(2001)370 d<strong>at</strong>ed 12 th September 2001].In <strong>the</strong> past few years <strong>the</strong> penetr<strong>at</strong>ion <strong>of</strong> inform<strong>at</strong>ion servicesapplic<strong>at</strong>ions on inland w<strong>at</strong>erways raised quickly around EU MemberSt<strong>at</strong>es. Many <strong>of</strong> <strong>the</strong>se applic<strong>at</strong>ions have nowadays noticeable impactin security and efficiency <strong>of</strong> transport processes. The EuropeanCommission <strong>the</strong>refore emphasizes <strong>the</strong> necessity to negoti<strong>at</strong>ecommon requirements and technical specific<strong>at</strong>ions for this area.As a result <strong>of</strong> such negoti<strong>at</strong>ions a harmonized system <strong>of</strong> navig<strong>at</strong>ionassistance and an inform<strong>at</strong>ion system covering inland w<strong>at</strong>erwaysin EU should be established.Based on mentioned requirements <strong>the</strong> European Council andParliament issued <strong>the</strong> directive 2005/44/EU d<strong>at</strong>ed 7 th September2005 concerning harmonized River Inform<strong>at</strong>ion Services on inlandw<strong>at</strong>erways around European Union [2].The applic<strong>at</strong>ion <strong>of</strong> directive fully covers <strong>the</strong> establishmentand oper<strong>at</strong>ion <strong>of</strong> River Inform<strong>at</strong>ion Services around all class IVand up w<strong>at</strong>erways in EU Member St<strong>at</strong>es which are interconnectedtoge<strong>the</strong>r with neighbor st<strong>at</strong>es by class IV and up w<strong>at</strong>erways. Thisdirective also covers harbor infrastructure on such w<strong>at</strong>erways.2. The purpose <strong>of</strong> RIS project implement<strong>at</strong>ionThe River Inform<strong>at</strong>ion Services in this case represent harmonizedinform<strong>at</strong>ion services supporting inland navig<strong>at</strong>ion and transport<strong>at</strong>ionprocesses administr<strong>at</strong>ion including interconnection too<strong>the</strong>r means <strong>of</strong> transport. River Inform<strong>at</strong>ion Services concentr<strong>at</strong>eservices for all parties concerned (freighters, shippers, transportoper<strong>at</strong>ors etc.). Such services deal with actual w<strong>at</strong>erway st<strong>at</strong>usinform<strong>at</strong>ion – tactical planning, st<strong>at</strong>istics, inland navig<strong>at</strong>ion support,harbor fees, custom services, accident recovery support and o<strong>the</strong>r.The directive forms <strong>the</strong> framework for deployment and utiliz<strong>at</strong>ion<strong>of</strong> harmonized River Inform<strong>at</strong>ion Services around EuropeanUnion with <strong>the</strong> aim to support inland navig<strong>at</strong>ion, enhance transportsecurity, efficiency and environmental friendliness. This frameworkalso covers <strong>the</strong> issue <strong>of</strong> interconnection between w<strong>at</strong>ertransport and o<strong>the</strong>r means <strong>of</strong> transport around Union [2].Ano<strong>the</strong>r important part <strong>of</strong> this directive establishes <strong>the</strong> outlinefor negoti<strong>at</strong>ion <strong>of</strong> common requirements and technical specific<strong>at</strong>ionsin this area. Basic requirements and technical specific<strong>at</strong>ionsare due to be developed by European Commission taking in account<strong>the</strong> directives already issued by intern<strong>at</strong>ional organiz<strong>at</strong>ions (PIANC,CCNR a UNECE). This step should guarantee fur<strong>the</strong>r continuity<strong>of</strong> development services for transport process control in o<strong>the</strong>rmeans <strong>of</strong> transport including <strong>the</strong> interconnection to maritime transportsystems.In case <strong>of</strong> River Inform<strong>at</strong>ion Services (RIS) deployment toEU Member St<strong>at</strong>es it is very important to guarantee fur<strong>the</strong>r systeminteroperability and system applic<strong>at</strong>ion efficiency. Such inform<strong>at</strong>ionsystem should easily cooper<strong>at</strong>e with inform<strong>at</strong>ion systems alreadyin service in o<strong>the</strong>r means <strong>of</strong> transport <strong>at</strong> least around EuropeanUnion countries.
