Optionally <strong>the</strong>se messages should also carry additionalinform<strong>at</strong>ion concerning ice rung, maximal allowed draftetc.The local law regul<strong>at</strong>ions, rules and directives around allintended Member St<strong>at</strong>es concerning such w<strong>at</strong>erways should comein force before 20th October 2007. This step should lead to accordancewith global RIS harmoniz<strong>at</strong>ion and EU directives [2].3. The scope <strong>of</strong> <strong>the</strong> RIS projectAs a result <strong>of</strong> last research studies in <strong>the</strong> area <strong>of</strong> River Inform<strong>at</strong>ionServices around several EU Member St<strong>at</strong>es <strong>the</strong> projectIRIS Europe (Implement<strong>at</strong>ion <strong>of</strong> River Inform<strong>at</strong>ion Services inEurope) was issued in l<strong>at</strong>e 2005. Its aim is to stimul<strong>at</strong>e activitiesin field <strong>of</strong> telem<strong>at</strong>ics and intelligent transport systems in inlandnavig<strong>at</strong>ion by implement<strong>at</strong>ion <strong>of</strong> a testing pl<strong>at</strong>form <strong>of</strong> harmonizedRiver Inform<strong>at</strong>ion Systems. This effort should result in early deployment<strong>of</strong> RIS around EU inland w<strong>at</strong>erways, should lead to elimin<strong>at</strong>ion<strong>of</strong> existing barriers and to demarc<strong>at</strong>ion <strong>of</strong> consequentialfunctions and services in Danube and Rhine – Seine regions.The IRIS Europe project is a part <strong>of</strong> European program TEN-T(Trans-European Transport Networks) covered by European Commissionwith <strong>the</strong> highest investment priority.The project RIS Europe is maintained and developed by Austria,Slovak Republic, Hungary, Ne<strong>the</strong>rlands, Belgium and France st<strong>at</strong>eauthorities. By affili<strong>at</strong>ion <strong>of</strong> Bulgaria and Romania to EU also<strong>the</strong>se countries joined <strong>the</strong> project development. O<strong>the</strong>r Europeancountries – Czech Republic, Serbia and Ukraine are involved asobservers to interchange experiences and know-how.The membership <strong>of</strong> Slovakia in IRIS Europe project is a n<strong>at</strong>uralconsequence <strong>of</strong> successful activity <strong>of</strong> Slovak government and commercialorganiz<strong>at</strong>ions in projects aimed to define, harmonize andspecify River Inform<strong>at</strong>ion Services.4. The structure and goals <strong>of</strong> RIS projectThe project is formally divided into 6 separ<strong>at</strong>e sections:Section 1: Infrastructure for tactical traffic situ<strong>at</strong>ion planningapplic<strong>at</strong>ionsIn this field in <strong>the</strong> area <strong>of</strong> RIS testing pl<strong>at</strong>form install<strong>at</strong>ion <strong>the</strong>Slovak Republic aims to cover establishment <strong>of</strong> coast-line infrastructureand to cover prepar<strong>at</strong>ion <strong>of</strong> support program for shipequipment with necessary devices (install<strong>at</strong>ion <strong>of</strong> AIS base st<strong>at</strong>ionson <strong>the</strong> Slovak part <strong>of</strong> <strong>the</strong> river Danube and on borderlineparts <strong>of</strong> <strong>the</strong> river, establishment <strong>of</strong> n<strong>at</strong>ional RIS centre, trackingand tracing electronic d<strong>at</strong>a interchange with a group <strong>of</strong> RIS users)[3].Section 2: Inter-border services <strong>of</strong> electronic public administr<strong>at</strong>ion– “e-government”Slovak Republic should define requirements <strong>of</strong> administr<strong>at</strong>ionconcerning “e-government” services (for example electronic reporting<strong>of</strong> dangerous goods transport, electronic reports for customprocedures, st<strong>at</strong>istic d<strong>at</strong>a acquisition etc.). This definition shouldalso cover <strong>the</strong> needs <strong>of</strong> commercial users. Very important part <strong>of</strong>this area is <strong>the</strong> definition <strong>of</strong> legisl<strong>at</strong>ion and <strong>the</strong> definition <strong>of</strong> <strong>the</strong><strong>set</strong> <strong>of</strong> service and technical conditions for intern<strong>at</strong>ional RIS d<strong>at</strong>ainterchange including pilot infrastructure implement<strong>at</strong>ion. Thegoal is to allow n<strong>at</strong>ional public administr<strong>at</strong>ion authorities to receiveelectronic reports <strong>of</strong> goods being transported in Austria, Slovakia,Hungary and France [4].Section 3: Environmental services testing infrastructureIn this area <strong>the</strong> Slovak Republic covers <strong>the</strong> vessel waste managementissue and <strong>the</strong> issues <strong>of</strong> navig<strong>at</strong>ion inform<strong>at</strong>ion interchangewith <strong>the</strong> aim to decrease accidents and to provide disaster recoverysolutions.Section 4: Coordin<strong>at</strong>ion in corridor VII (candid<strong>at</strong>e countriesand third-parties), <strong>the</strong> Rhine – Seine region coordin<strong>at</strong>ion and Balticcountries coordin<strong>at</strong>ion – <strong>the</strong> knowledge transferActivities in this area are covered by project partners in Austriaand The Ne<strong>the</strong>rlands.Section 5: Open issues in harmoniz<strong>at</strong>ion and standardiz<strong>at</strong>ion<strong>of</strong> RISThe Slovak Republic based on requirements defined in RISdirective covers <strong>the</strong> harmoniz<strong>at</strong>ion and standardiz<strong>at</strong>ion issues in<strong>the</strong> area <strong>of</strong> River Inform<strong>at</strong>ion Services. Its applic<strong>at</strong>ion aims to <strong>the</strong>field <strong>of</strong> Intelligent Transport Systems, where <strong>the</strong> Slovak Republicdefines <strong>the</strong> framework for cooper<strong>at</strong>ion <strong>of</strong> interconnected systemsin transport services. The solution includes also risk analysis forpassenger and crew members, identific<strong>at</strong>ion <strong>of</strong> services and functionsfor crew and passengers safety in inland navig<strong>at</strong>ion includinglaw and technical regul<strong>at</strong>ions in this area [3] and [5].Section 6: The project controlLast section deals with control and supervision activities, knowledgetransfer and applic<strong>at</strong>ion including n<strong>at</strong>ional and intern<strong>at</strong>ionalactivities in w<strong>at</strong>er transport not covered directly by this projectand <strong>the</strong> initi<strong>at</strong>ives in <strong>the</strong> area <strong>of</strong> <strong>of</strong>f-shore maritime navig<strong>at</strong>ion.4. ConclusionThe Slovak Republic joined <strong>the</strong> project prepar<strong>at</strong>ion and planningin accordance with its n<strong>at</strong>ional policy directive (“Dopravnapolitika Slovenskej republiky do roku 2015” – Slovak governmentdecree No. 445 issued on 8 June 2005) with <strong>the</strong> aim to fulfill itscommitments from RIS directive (2005/44/EU). The intention <strong>of</strong><strong>the</strong> RIS directive places liability for local governmental institutions(in case <strong>of</strong> Slovakia responsible person is The Ministry <strong>of</strong> Transport,Post and Telecommunic<strong>at</strong>ion <strong>of</strong> <strong>the</strong> Slovak Republic) toprovide expert capacity and to control <strong>the</strong> process <strong>of</strong> project financingto reach <strong>the</strong> demarked targets.COMMUNICATIONS 3/2008 ●67
