The draft Nowra CBD <strong>UrbanDesign</strong> Master Plan outlines astrategic direction to revitalisethe CBD over the next 25years. It creates a frameworkfor the centre to grow, andidentifies strategies to improvethe quality and attractiveness ofthe public domain as a catalystto encourage development.The Vision for Nowra CBD“Nowra town centre will be revitalised through greater transportaccess, green development and incentives which support mixeduses and higher densities.The town centre will support and attract a range of residents,workers and visitors through the provision of civic facilities,amenities and public spaces which build upon the natural settingand physical strengths of the town.”What is the draft Master Plan?The draft Master Plan is an urban designvision based on consultation with the CBDLiaison Committee and <strong>Council</strong>, analysis ofthe economic and social context of Nowraand a number of background studies.It identifies a framework and initiativesfor the vision to be realised, and shouldinfluence future planning controls such asthe Local Environmental Plan (LEP) and theDevelopment Control Plan (DCP) for theNowra CBD.What will I find in the document?The draft Nowra CBD Master Plan iscomprised of three parts: backgroundstudies, the draft Master Plan document(Strategic Direction) and a supportingbooklet showing ideas and illustrations.BackgroundStudiesMaster PlandocumentHow do I find out more?The draft Nowra CBD Urban Design MasterPlan will be exhibited until 28 March 2011at various locations, including the NowraLibrary and the <strong>Shoalhaven</strong> <strong>City</strong> <strong>Council</strong>Administrative Centre. <strong>Information</strong> can alsobe downloaded from the <strong>Council</strong>’s website:http://www.shoalhaven.nsw.gov.auHow can I contribute?Ideas andillustrationsThe <strong>Shoalhaven</strong> <strong>City</strong> <strong>Council</strong> invitescomment on the draft Nowra CBD MasterPlan. A feedback form is available atexhibition locations and the <strong>Council</strong>’swebsite. Your comments will be usedto assist in the further refinement of theMaster Plan, and in the next stages ofimplementation. The closing date forfeedback is 4 April 2011.Community Strategic PlanThe draft Master Plan reinforces anumber of objectives in the <strong>Shoalhaven</strong>Community Strategic Plan, and inparticular helps to achieve Objective 1.5:Major town centres that are attractive,vibrant and popular destinations.As part of this objective, the strategic planidentifies following strategies:• Sustainably develop the <strong>City</strong>’s majortown centres of Nowra, Vincentia andUlladulla, to include attractive urbanspaces, entertainment and recreationoptions for the community.• Develop and progressively implementbeautification plans for town entrancesand major thoroughfares.• Deliver and ensure high-quality cityplanning and urban and landscapedesign outcomes for the <strong>City</strong>.The Community Strategic Plan highlightsthe importance of sustainable growth,development and environmentalprotection. The draft Master Plan for theNowra CBD aims to provide an importantstepping stone to achieve these goals.SustainabilitySustainability has been embeddedthroughout the development of the draftMaster Plan. The document proposes amulti-layered framework that links differentareas of the Nowra CBD together andrecommends not only physical changebut also ‘soft’ initiatives such as:• Active living, safe Nowra strategy• Start-up enterprise strategy• Smart buildings strategy• Renewable technology park• Food strategy• Nowra champions• Nowra cultural gateway• State of Nowra surveyBushRiverNowraCBDMovement and AccessFacilitating the movement of pedestriansand cyclists is crucial to the long termsustainability of towns and cities. Byshifting the priority away from the car, thestreetscape will become an environmentfor people, which should in turn improvethe liveability, connectivity and economicprosperity of the centre.Public DomainThe public domain includes the streetsand lanes, the squares and the parks,and is the glue that binds cities andtowns together. The draft Master Planproposes to create a more attractive andaccessible public domain in the centre,including an increase in the number andquality of public places in the CBD.Activity and VibrancyRuralProviding opportunities for peopleto engage with each other is key toincreasing the number of people visitingand staying in the Nowra CBD. TheMaster Plan proposes to increaseopportunities for active frontages and amix of uses to reactivate the centre bothat night and during the day.

Visual improvementsalong the highway, such as banners andadditional planting, signify the core of theCBD and create an urban character.
