<strong>FACT</strong> <strong>SHEET</strong> 8:<strong>Residential</strong> <strong>Zones</strong>Introduction<strong>Residential</strong> zones are areas where the dominant land uses are dwelling houses and othertypes of housing rather than business or industrial uses. Different residential zones providefor differing densities of residential development. For example, the R2 Low Density<strong>Residential</strong> zone is aimed primarily at single detached houses and also allows for dualoccupancy development. In contrast, the R3 Medium Density <strong>Residential</strong> zone is aimed ata variety of housing types such as town houses, villas and residential flat buildings.DetailsThe table below gives a general indication of what the Shoalhaven LEP 1985 zone is likelyto be under the draft Shoalhaven LEP 2013. It is proposed to use the RU5 zone where theexisting low density rural character of the area is important to retain. An example where<strong>Residential</strong> 2(e) land is proposed to become RU5 is through the Main Street (Moss ValeRoad) of Kangaroo Valley Village where the RU5 zone will retain the low density villageand rural character of the area.Generally, the range of development types permissible under the Shoalhaven LEP 1985zones will also be permissible under the new proposed ‘best fit’ zone transfer. However,there may be changes to some of the permissible uses for those zones that do not have adirectly equivalent zone. For example, the <strong>Residential</strong> 2(b1) zone and the <strong>Residential</strong>2(b2) zone have been combined under the R3 Medium Density zone. This may mean thatthe areas affected will have a wider range of development types permissible under draftShoalhaven LEP 2013.1

Please note that not all template zones havebeen used in the draft Shoalhaven LEP 2013. The R4 High Density <strong>Residential</strong> zone hasnot been used so is not listed in the table.ZoneR1 General<strong>Residential</strong>R2 Low Density<strong>Residential</strong>R3 MediumDensity<strong>Residential</strong>R5 Large Lot<strong>Residential</strong>General IntentProvides for a variety of residential housing types and densities,including dwelling houses, multi-dwelling housing, residential flatbuildings, boarding houses and seniors housing. The zone alsoallows additional uses to provide facilities or services to residents,including neighbourhood shops and child care centres.Land where primarily low density housing i.e. standard size houselots, are to be established or already exist. The zone objectives alsoencourage the provision of facilities or services that meet the day-todayneeds of residents.Land where a variety of medium density accommodation exists or canbe considered.
