<strong>Bus<strong>in</strong>esses</strong> that occupy build<strong>in</strong>gs constructed or retrofitted to meet a higher seismic standardhave an advantage, but even <strong>in</strong> these cases, the standard is usually <strong>in</strong>tended to address life safetyonly. Such a build<strong>in</strong>g may not be usable after the earthquake, either because it has been damagedor because the utilities which serve it (power, water, wastewater, and so on) are not function<strong>in</strong>g.Regardless, bus<strong>in</strong>esses cannot reoccupy the build<strong>in</strong>g until it has been <strong>in</strong>spected and approved.Because commercial build<strong>in</strong>gs will be low on the list of priorities for build<strong>in</strong>g <strong>in</strong>spectors,bus<strong>in</strong>esses must either plan to operate without access to their facilities or must develop predisasteragreements with local jurisdictions to allow the bus<strong>in</strong>ess’s own <strong>in</strong>spectors to approve thebuild<strong>in</strong>g for use. The latter option may be too expensive for many smaller bus<strong>in</strong>esses, and maynot be feasible at all if the bus<strong>in</strong>ess is a tenant rather than the owner of the build<strong>in</strong>g.Figure 5.
