<strong>North</strong> <strong>Norfolk</strong> <strong>Site</strong> <strong>Allocations</strong><strong>Allocations</strong> in Service <strong>Villages</strong> 12119sensitive to, and make provision for, wildlife needs. Mitigation and improvement measures,including further hedgerow and tree planting will be required. A further survey may berequired to assess the presence of other particular species such as farmland birds.12.1.7 The existing junction of Pipit's Meadow and Thurgarton Road has restricted visibility, andland within the existing garage site should be used to enable junction improvements to bemade which can then provide safe access to the whole site. The Highways Authority advisethat a maximum of 8 dwellings can be served from a private drive, although the mostappropriate means of access needs to be determined through a planning application.Constraints12.1.8 This is a partly brownfield site, therefore in line with PPS23 a study will be required identifyingprevious site uses and potential contaminants that might be expected given those uses inorder to fully assess any risks posed to future residents/employees. If a study identifiesthat contamination may be a problem then a full site investigation should be completed andan appropriate remediation scheme developed.12.1.9 The site is adjacent to a series of cropmarks of unknown date and a programme ofarchaeological work may be required.12.1.10 Anglian Water have advised that any surface water discharge would be subject to heavyattenuation and that there are sewers crossing the site and diversion would be at thedevelopers expense. Details of surface water drainage should be provided and developmentshould ensure no adverse impact on the nearby watercourse.Deliverability12.1.11 The site is in multiple ownership and all landowners have indicated support for the allocationincluding re-provision of a modern commercial premises.Policy ALD 01/07Garage <strong>Site</strong> / Pipit's MeadowLand amounting to 0.27 hectares is allocated for a mixed use development of approximately 6-8dwellings and provision of serviced commercial premises. Development will be subject tocompliance with adopted Core Strategy policies including on-site provision of the requiredproportion of affordable housing (currently 50%) and contributions towards infrastructure, servicesand other community needs as required and:a. Provision of safe vehicle access to Thurgarton Road;b. high quality development that reflects local distinctiveness and respects the location withinthe Conservation Area;c. careful attention to site layout and provision of appropriate landscaping to soften views fromthe south and protect the amenity of the existing dwellings;d. wildlife mitigation and improvement measures;e. investigation and remediation of any land contamination;f. measures to prevent the input of hazardous substances to groundwater; and,g. archaeological investigation if required.
