To accord technical sanction subject to 1. Chief Engineer Full Powersbudget provision, of detailed original 2. Addl. Chief Engineer Full Powersrevised or supplementary estimates 3. Dy. Housing Commissioner Upto Rs. 30.00 lac.for original works, deposit works 4. Resident Engineer Upto Rs.10.00 lac.contribution works subject to thecondition that fresh administrativeand financial sanction is sought.These powers shall be exercisedif the revised or supplementarysubject to following conditions only:estimates exceed the originaladministrative and financialsanction by 10% or moreNote: - 1. There is provision in theadministrative approval to cover theparticular type of work and sanction ofthe detailed estimates does not result inexcess of more then 10% over theprovision under the particular sub-headof the administratively approved projectestimate under which the estimate issanctioned but it shall not exceed theadministrative approved of the projectas a whole.2
Note:-2. Revised estimate involvingexcess of more then 10% over originalsanctioned estimate shall be submitted tothe next higher authority for technicalsanction. In case of Additional ChiefEngineer, next higher authority forrevised estimates would be ChiefEngineer.Note:-3 Residential buildings should beaccording to the type-designs approvedby the Project committee of Board .Inother cases class type and designswhere applicable and necessary havebeen approved by the competentauthority .The detailed design anddrawings of buildings will be not preparedand approved from senior .Town Plannerof the Board /Project.Note:-4.These limits are exclusive forworks contingencies and Machinery andEquipment and work chargedestablishment.Note:-5. The limits not be applicable toitem for which specific delegation havebeen separately approved in thisschedule or by some specific order of theRajasthan Housing Board .Note:-6. If the cost of the work, accordingto the revised estimates, exceeds thelimits of the powers to accord technicalsanction, the revised estimate should besubmitted to the next higher authority forsanction .In case of Addl. Chief Engineernext higher authority will be ChiefEngineer himself..Note :-7 The Resident Engineer mayalso pass excess expenditure within alimit of Rs.5,000/- on sanctioned originalworks and repairs irrespective of the totalamount of the sanctioned estimateNote:-8.The authorities may, howeversanction excess over sanctionedestimate unto 20% if is purely due to highrates of tenders received.Note:-9.Revised administrative &financial approval is obtained as perprovisions of P.W.F. & A.R.Note:-10 For supplementary estimate theauthority who sanctioned originalestimate will be competent providedoriginal plus supplementary is in hiscompetence,3
