SECTION II- Tenders, Contracts, Sanction of Rates, Execution of works with orWithout Inviting Tenders; - Payment for Extra/Additional items, Escalation; issue Advertisement,Refund of SecurityDeposit.12. To accept tenders for the execution 1.Works Committee Upto Rs. 500 lacsSanctioned work or part of sanctionedwork, and for rate contracts (Area wise, 2.Chief Engineer Upto Rs. 250 lacsfor repairs, maintenance )and petty worksincluding manufacturing of pucca Tiles, 3.Addl Chief Engineer Upto Rs. 120 lacsBricks, PCC Blocks and other items andSupply and carriage of Grit, Bajri and 4.Dy Housing Commissioner Upto Rs. 30 lacsother construction material.5. Resident Engineer Upto Rs. 10 lacsNote:-1. The amounts shown above aretendered amount quoted by thecontractors which are intended to besanctioned.Note:-2. These powers shall beexercised only if tender is sanctioned bythe authorities within original validityperiod as prescribed in NIT. In case it isnot sanctioned in period allowed toauthority for sanction of tender, nexthigher authority for sanction of tender,next higher authority shall be competentto sanction within time prescribed for him.Note:-3. These powers are subject to thecondition that the contractor's tenderedamount do not exceed the amount of 'G'Schedule as per sanctioned estimatesamount by more than 20% and also thatthe overall monetary limits of financialpowers mentioned above against eachauthority are not exceeded.Note:-4. Thus both the conditions shouldbe, satisfied (i) that contractor's tenderamount must be within limits prescribedabove and (ii)tender premium /percentage of contractor's tenderedamount over sanctioned estimatedamount of 'G' Schedule is within 20% Incase there in any condition havingfinancial implication then tenderedamount will be calculated includingfinancial implication of the condition.Note:-5 If the tendered amount of thecontractor exceeds the estimated amountof the work by more than 20% the powerswill be exercised by the next higherauthority. Where 'G' schedule is based ona previous year's BSR and tendersreceived when evaluated to the current6

The competentauthority who originally sanctioned thetender may negotiate with other qualifiedtenderers to get the work done conditionsor below after taking action as, per rules.If none of the tenderers is ready toexecute the work on sanctioned ratesafter negotiations as above, thecompetent authority may award the workon same sanctioned rate to any eligibleand experienced registered non-tenderercontractor after recording reasons.Note:-8 In case after adopting procedureas per note 7, no tenderer is ready toexecute the work on lowest sanctionedrate, then authority next higher to tendersanctioning authority may award the workat the rates upto of second lowest of upto2% above lowest sanctioned ratewhichever is lower after following theprocedure laid down in note 7,Note:- 9 In case of tender other than ofthe lowest . Next higher authority will becompetent to sanction. The sanctioningauthority will record detailed reasons ofpassing over the lowest tenderer.Note:-10 If only single qualified tender isreceived in response to a NIT, the next7
