A <strong>de</strong>sireto worktoge<strong>the</strong>rIn an urban area like <strong>Gatineau</strong>, <strong>the</strong> opportunities for recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activitiesare many <strong>and</strong> varied. Each of <strong>the</strong>se activities shows a different facet of <strong>the</strong> b<strong>on</strong>d between <strong>the</strong>resi<strong>de</strong>nts <strong>and</strong> <strong>the</strong>ir community, whe<strong>the</strong>r in terms of social activities, as in <strong>the</strong> case of recreati<strong>on</strong>,or outdoor activities <strong>and</strong> <strong>sports</strong>. In many cases, <strong>the</strong> activities are organized through <strong>the</strong> c<strong>on</strong>certe<strong>de</strong>fforts of <strong>the</strong> city, but also by volunteer organizati<strong>on</strong>s <strong>and</strong> groups, <strong>the</strong> private sector <strong>and</strong>individuals. Every<strong>on</strong>e has an important part to play, <strong>and</strong> this <str<strong>on</strong>g>policy</str<strong>on</strong>g> testifies to our commitmentto act <strong>and</strong> become involved at this very level, helping to arrange recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdooractivities that improve <strong>the</strong> health <strong>and</strong> quality of life of resi<strong>de</strong>nts.11
A c<strong>on</strong>certed effortIn 2004, <strong>Gatineau</strong>’s Municipal Council tasked <strong>the</strong> Commissi<strong>on</strong> <strong>de</strong>s loisirs,<strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la vie communautaire, as well as <strong>the</strong> municipal unit by<strong>the</strong> same name, with <strong>de</strong>veloping a <str<strong>on</strong>g>policy</str<strong>on</strong>g> <strong>on</strong> recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>community life. At <strong>the</strong> time, <strong>the</strong> intent was to have <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g> address allof <strong>the</strong> areas covered by <strong>the</strong> unit.Because it takes a collective effort to successfully organize <strong>the</strong>se kinds ofactivities, <strong>the</strong> city <strong>de</strong>ci<strong>de</strong>d to mobilize <strong>and</strong> c<strong>on</strong>sult community organizati<strong>on</strong>s,partners, resi<strong>de</strong>nts <strong>and</strong> municipal employees in <strong>de</strong>veloping its <str<strong>on</strong>g>policy</str<strong>on</strong>g>. Tothat end, four c<strong>on</strong>sultati<strong>on</strong>s were c<strong>on</strong>ducted.Initially, <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g> <strong>de</strong>velopment process drew <strong>on</strong> informati<strong>on</strong> collected in<strong>the</strong> c<strong>on</strong>sultati<strong>on</strong> process c<strong>on</strong>ducted for <strong>Gatineau</strong>’s Family Policy. In thisprocess, more than 600 people, including a cross-secti<strong>on</strong> of youths, families<strong>and</strong> people aged 50 or over, participated in a visualizati<strong>on</strong> activity,imagining an “i<strong>de</strong>al city.” A wealth of informati<strong>on</strong> was collected aboutaccess to recreati<strong>on</strong>al activities for every<strong>on</strong>e, safety, neighbourhood life,mutual support, infrastructure <strong>and</strong> many o<strong>the</strong>r dimensi<strong>on</strong>s, providing foodfor thought <strong>and</strong> serving as <strong>the</strong> jumping-off point for <strong>the</strong> Policy <strong>on</strong> Sports,Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors.A sec<strong>on</strong>d, wi<strong>de</strong>-reaching c<strong>on</strong>sultati<strong>on</strong> process involving more than 100community organizati<strong>on</strong> representatives <strong>and</strong> volunteers was carried out,this time explicitly addressing recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> community life, inc<strong>on</strong>necti<strong>on</strong> with five major <strong>the</strong>mes, namely accessibility, volunteerism,equity, partnership <strong>and</strong> support.AccessibilityVolunteerismMajor <strong>the</strong>mes EquityPartnershipSupport12
