The increase in dispositions through 2000 reflects a marked increase in thenumber <strong>of</strong> requests for Appeals Council review beginning in 1996 through 2000. As the number <strong>of</strong> casesbeing reviewed as grown, so has the number <strong>of</strong> cases being rem<strong>and</strong>ed back to the ALJs.
