<strong>In</strong>dustrial NotesPacific National<strong>Union</strong> CollectiveAgreementCommoney’reClausesdreaming!After a number <strong>of</strong> meetings over several months,Members<strong>and</strong> undertakings made on how to proceed consistentlywith new agreements for all business divisions, PacificNational has done an about face, causing more delays progressing negotiations.The RTBU had previously advised Pacific National thatRTBU Branch Secretary Nick Lewockithe common core conditions for all <strong>of</strong> the new agreementstold <strong>Rail</strong> & Road that he was particularly(current agreements expire on 30 June 2009) across Coal,<strong>In</strong>termodal <strong>and</strong> Bulk Products should be identical, <strong>and</strong>negotiated nationally <strong>and</strong> then inserted into each <strong>of</strong> thebusiness group agreements as Part A <strong>of</strong> each agreement.The common clauses have been compiled from existingagreements, <strong>and</strong> minor variations have been identified t<strong>of</strong>orm one set <strong>of</strong> common clauses. These include clausesompared covering to what matters such as Health <strong>and</strong> Safety, Contract<strong>of</strong> Employment, General Rostering Provisions, Leave,Termination <strong>of</strong> Employment, <strong>and</strong> Dispute Procedures. General NewsRTBU ElectionsThe Australian Electoral Commission has declared the results<strong>of</strong> the recent RTBU elections. Results for all contestedpositions are available on the RTBU website.There has also been a re-call for nominations <strong>of</strong> thosepositions which were not filled or did not receivenominations. This was acontinuation <strong>of</strong> regular intensiveplanning activities within theBranch over the past several years. Itprovides an opportunity for <strong>of</strong>ficersto focus exclusively <strong>and</strong> take stock<strong>of</strong> how the union is progressingidentified goals <strong>and</strong> objectives, <strong>and</strong>what new factors may need to beconsidered <strong>and</strong> incorporated into theshort <strong>and</strong> medium-term strategies <strong>of</strong>the union.RTBU spent the two days reviewingthe existing Branch Plan <strong>and</strong>identifying areas that needed to bestrengthened <strong>and</strong> issues <strong>of</strong> highestpriority to the union. The two dayplanning workshop was facilitatedby Paul Coulter, previously fromACTU Organising Centre, <strong>and</strong> nowback working with his own union inNew Zeal<strong>and</strong>.A number <strong>of</strong> presentations weremade to the workshop on recentindustry developments, research onpublic perceptions <strong>of</strong> unions, <strong>and</strong>a sober appraisal <strong>of</strong> the politicalsituation in <strong>NSW</strong> leading in to thenext State elections. The planningworkshop also addressed issues forthe RTBU in the context <strong>of</strong> changesin the industry, within the newindustrial relations legislation, <strong>and</strong>the external pressures <strong>of</strong> the globalfinancial crisis. Officers discussed<strong>and</strong> developed strategies around keyissues that would assist the RTBUto continue to grow <strong>and</strong> be a strongadvocate for our members <strong>and</strong> thedevelopment <strong>of</strong> the transport industrywithin these contexts.The two day planning exerciseaddressed priority activities forthe RTBU over the next two yearsin highlighting public transportconcerns, policy <strong>and</strong> initiatives,working closely with community,unions <strong>and</strong> other partnershipsto ensure that transport is a highpolitical priority for all contendersin the state election. The prioritiescanvassed covered the main work <strong>of</strong>the union from internal administrativematters through to major industrialnegotiations <strong>and</strong> campaigns, <strong>and</strong> howwe can effectively remain a majorindustry voice in any deliberation onmajor transport issues.The Branch planning continues toprovide a focus <strong>and</strong> refinement <strong>of</strong>the RTBU’s major areas <strong>of</strong> activity<strong>and</strong> influence. It is important fora strong <strong>and</strong> healthy union tocontinuously reflect on its strengths<strong>and</strong> weaknesses, <strong>and</strong> seek out ways<strong>of</strong> improving every aspect <strong>of</strong> whatwe do.RAIL & ROAD June 2009 Page 11
