The regulatoryauthority, commercial water supplycompanies and district governmentsall benefitted from participatory reviewsof their structures, procedures, and capacities.This also led to improved operationalskills, procedures, and manuals, anda greater orientation to service and commercialsustainability. Individual skillswere addressed through formal trainingcourses, workshops, and exchange of information.This approach to capacity developmenthelped institutions and other stakeholdersto improve their grasp of their obligationsand responsibilities. It also helpedto bridge the gap between the demandand supply sides of service delivery, particularlymaking the supply process morecoordinated and effective. The approachwas piloted for two years, after which thenational authority adopted it as the standardstrategy for urban water supply.
43ZAMBIA – Building capacity of smalland medium-sized businesses:the Zambia Chamber of Small and MediumBusiness AssociationsContextThe Zambia Chamber of Small and MediumBusiness Associations (ZCSMBA)was established in 2000 as a national bodyto represent the interests of micro, small,and medium enterprises (MSME) in thecountry. It is a private organization drivenby its 96 member associations representingmore than 200,000 MSMEs.Until 2009, Zambia had no policy on smalland medium enterprises. The absence of acoherent and separate regulatory and fiscalregime, along with an unfriendly businessenvironment, was the main obstacleto developing the small scale business sectorin Zambia. ZCSMBA was establishedto provide a prominent forum throughwhich business association leaders andmembers could advance and protect theinterests of MSMEs in public policies, facilitateand stimulate the provision of demand-drivenbusiness development servicesto MSMEs by business associations,and develop an internal management andbusiness development support system fordedicated and committed business associations.In order for ZSCMBA to achieve its objectives;it has employed the following strategies:(i) invested in its staff members byincreasing their skills and knowledge(ii) leveraged its partnerships with privatesector organisations to increase thescope of services its members can getfrom them; (iii) undertaken issue basedlobby and advocacy campaigns on issuesidentified by its wider membership; (iv)provided training to local trainers whounderstand the environment in theirrespective localities; (v) mobilized ef-ResultsThe Zambia Chamber of Small and MediumBusiness Associations is a member-drivenorganization representing more than 200,000businesses.A national membership organization organizedfrom the grassroots with minimal reliance oninternational aid.Successfully influenced Government policies todevelop a friendlier business environment forSMEs including lowering the costs of licenses andpermits.1,000 entrepreneurs were trained in variousbusiness skills, such as developing businessplans and leadership skills.Facilitated access to credit for SMEs.Supported access to markets for rural farmers.Established telecentres and provided ICT trainingin rural areas.At least 40% of beneficiaries are women.
