Subpart C--Steam Locomotives and Tenders66. Design, construction, and maintenance.The steam locomotive owner and operator are responsible for the general design, construction andmaintenance of the steam locomotives and tenders under their control.67. Responsibility for inspection and repairs.The steam locomotive owner and/or operator shall inspect and repair all steam locomotives andtenders under their control. All defects disclosed by any inspection shall be repaired in accordancewith accepted industry standards, which may include established railway practices, before thesteam locomotive or tender is returned to service. The steam locomotive owner and/or operatorshall not return the steam locomotive or tender to service unless they are in good condition andsafe and suitable for service.68. Speed indicators and event recorders.Steam locomotives that operate at speeds in excess of 25 mph (40 km/h) shall be equipped withspeed indicators. Where equipped, speed indicators shall be maintained to ensure accuratefunctioning.Steam locomotives that operate at speed in excess of 20 miles per hour shall be equipped withevent recorders designed and installed to function in a manner similar to those used in traditionallocomotives.A record of the design of the event recorder and functions recorded will maintained on file andmade available to railway companies and government agencies upon reasonable request.69. Ash pans.Ash pans shall be securely supported from mud-rings or frames with no part less than 2 1/2 inchesabove the rail. Their operating mechanism shall be so arranged that they may be safely operatedand securely closed.BRAKE & SIGNAL EQUIPMENT70. Safe condition.(a) Pre-departure inspection.At the beginning of each day the locomotive is used, the steam locomotive operator shallensure that:(i) The brakes on the steam locomotive and tender are in safe and suitable condition forservice;
