Subpart A--General1. Short TitleFor ease of reference, these st<strong>and</strong>ards may be referred to as the “<strong>Steam</strong> <strong>Locomotive</strong> St<strong>and</strong>ards”.2. ScopeThese st<strong>and</strong>ards describe the minimum safety requirements for steam propelled locomotivesoperating on federally certified railways in Canada.3. Implementation.Except as provided for in this Section, the locomotive owner <strong>and</strong>/or operator shall perform a 1472service day inspection that meets the requirements of Section 17 when the locomotive's flues arenext removed, but no later than 2 years after these st<strong>and</strong>ards are made effective.At the time the locomotive owner <strong>and</strong>/or operator completes this inspection, it must begin tocomply with the rest of the provisions of this part.Within one year of the effective date of these st<strong>and</strong>ards the following sections of this st<strong>and</strong>ard mustbe complied with: Sections. 7, 51, 57, 68, 70, 85, 87, 115, <strong>and</strong> 116.If the locomotive owner or operator makes available all required documentation that indicates thatthe locomotive has had an equivalent inspection, this 1472 service day inspection may be deferredfor up to 4 calendar years from the date of that previous inspection.A 1472 service day inspection as required by FRA regulation Part 230 is considered an equivalentinspection for this purpose.4. Person qualified to inspect(a) Annual, 5 year or 1472 day inspectionA person who is qualified to perform any annual, 5 year or 1472 day service day inspection asrequired by this st<strong>and</strong>ard must be certified according to NBIC, ASME, or to an equivalentst<strong>and</strong>ard acceptable to the government agency having jurisdiction. .(b) Daily, 31 or 92 service day inspectionA person who is qualified to perform to perform any daily, 31 or 92 service day inspection shall:(i)have been trained to inspect all of the items listed under those sections inAppendix A, <strong>and</strong>(ii) have demonstrated knowledge by means of a written or oral examination, <strong>and</strong>(iii) have received no less than 6 months of practical experience through on the job trainingunder the guidance <strong>and</strong> direction of another qualified inspector.
