The locomotive owner and/or operator, if other than a railway company, is directly responsible tothe railway company for ensuring that all requirements of this standard are satisfied, and is theentity primarily responsible for compliance with this standard.Although the duties imposed by this standard are generally stated in terms of the duties of arailway or a steam locomotive owner and/or operator, any person, including a contractor for arailway, who performs any function covered by this standard must perform that function inaccordance with this standard.9.
