Comprehensive Development Plan – PKDA 20311.5 Objectives of the CDP, PKDA-2031The main objectives of the CDP are: To generate the up-to-date urban land use map of the area using revenue maps and recentperiod satellite imageries using GIS technology in 1:2000 scale To formulate a meaningful physical development Plan to regulate and guide the urban growthin the region by 2031 A.D. in a planned and healthy manner as per the provisions indicated inODA Act 1982 and ODA rule 1983.The Development Plan clearly focuses on: The Enhancement of the role of PKDA Notified Area as a recreational and tourism node. Ensuring a sustainable pattern of economic development Conservation of special features – Forests, water bodies and heritage structures Strengthening the traditional economic base Enhancement of quality of living environment in the settlementsAll plans and proposals will clearly articulate these objectives.1.6 Structure of CDPThe Comprehensive Development Plan will provide all contents necessary for the integral developmentof area covered by the Plan. In accordance with the Odisha Development Authority Act 1982, theComprehensive Development Plan (CDP) has the following roles: The CDP shall define the various zones into which the land covered by the ComprehensiveDevelopment Plan may be divided for the purpose of development and indicate the manner inwhich the land in each zone is proposed to be used and the stages by which any suchdevelopment shall be carried out. The CDP shall serve as a basic pattern of frame work within which the Zonal Development Planof the various zones may be prepared.The preparation of the Comprehensive Development Plan will start with the assessment of the existingconditions and accounting for the potential resources and constraints. Thereafter, development prioritieswill be set for the particular urban area taking into consideration the socioeconomic needs.The formulation of the Comprehensive Development Plan for the development area will start afterstatus analysis and consideration of the prime issues as mentioned below:Physical characteristics and natural resources, Location and regional setting, Climate, Existingland use translated over digital revenue plan as per interpretation of satellite imagery andfield verification, Environmentally and ecologically sensitive areas, Heritage sites and buildingsDemography (Existing Population, Household characteristics) & Socio-economic characteristicsTransportation NetworkPhysical & Social Infrastructure FacilitiesEnvironmentDevelopment Management (Institutional setup, Legal support, Sectoral integration andcoordination).The CDP as per Odisha Development Authorities Act 1982 shall comprise of: Reports on physical and socioeconomic aspects Functional plans supported by maps, charts and diagrams ono Land useCEPT, Ahmedabad 5
