e from 01.04.2008 to31.03.2013suitablydate of the financial year.10 Page 22Section IITerms andconditions ofcontractClause 7PaymentTerms11 Page 34.QualificationCriteria (i)The payment shall be made tothe Supplier as under: (a)Advance Payment: Ten (10)percent of the contract priceshall be paid within thirty (30)days of signing of the contractand upon submission of claimand a bank guarantee forequivalent amount valid untilthe vehicles and equipment aredelivered and in the formprovided in the biddingdocument or another formacceptable to the Purchaser.(This bank guarantee is a secondbank guarantee in addition tothe Bank Guarantee for SecurityDeposit) (b) On Shipment:Eighty (80) percent of thecontract price of the goodsshipped shall be paid throughirrevocable confirmed letter ofcredit opened in favor of thesupplier in a bank in its country,upon submission of documentsas mentioned in Clause 21 ofSection II of the <strong>Tender</strong>document (c) On Acceptance:Ten (10) percent of the contractprice of goods received shall bepaid within thirty (30) days ofreceipt of the goods uponsubmission of claim supportedby the acceptance certificateissued by the Purchaser.The bidders should be amanufacturer or authorizeddealer, who have designed,manufactured, and tested atleast 12 equipments similar tothe type specified in the'Technical Specification' in thelast 5 financial years. Thebidders are also required tosubmit the performancecertificate of the contractsexecutedThe price bid should be in twoparts. One part would be the CIFPrices to be quoted by the OEM inforeign curreny for which thetendered payment terms shallapply. The other part shall be thecost of Inland Transportation, C &F charges at the port and othermisc. Charges that may beapplicable at the time of bringingthe vehicle from port to finaldestination payable to the IndianAuthorized Representative inINDIAN RUPEES. Since Importduties and taxes vary on currencyexchange rate as well as the dutystructure fixed by the CentralGovt., the same should not beincluded in the scope of thebidder. Therefore the Import Duty,CVD and other statutory chargespayable by an importer shall bedirectly paid to the customsdepartment by GSDMAPlease confirm that 12 similartypes would include any unitsstarting from 32 meters upto 70meters.The requirement of 70 meter unitis much lesser compared to theunits of lesser heights. Therefore12 supply references of 70 metershall be difficult to provide.If this condition is not accepted, itmay lead to a single vendorqualification which will not provideGSDMA with competitive biddingadvantage and therefore will be aloss of public money at large.The bidder will quote separate costfor vehicle i.e. CIF cost and cost inforeign currency for the otherservices in India to clear theconsignment from customs andPort. The payment shall be made inIndian Rupee to their agentequivalent to foreign currency theyhave quoted for this service. Therate of conversion shall be RBIreference rate on the last date ofsubmission of tenders.Refer query 7
