6. OPENING OF PROPOSALS AND CLARIFICATIONS6.1 JRDA would open the Proposals as per the schedule of bidding process <strong>for</strong> thepurpose of evaluation.6.2 JRDA reserves the right to reject any Proposal not submitted on time and which does notcontain the infomation/documents as set out in this Bid Document.6.3 To clarify and discuss issues with respect to the Project and the Bid-Document, JRDAwill hold Pre-Bid meeting as per the schedule of bidding process.6.4 Attendance of the Bidders at the Pre-Bid meeting is not mandatory.6.5 Prior to the Pre-Bid meeting, the Bidders may submit a list of queries, if any, relatedto the Project requirements. Bidders must <strong>for</strong>mulate their queries and <strong>for</strong>ward thesame to JRDA prior to the meeting. JRDA may, in its sole discretion or based oninputs provided by Bidders, amend the Bid Document. Amendments, if any, of theBid Document shall be communicated to all the Bidders who have purchased theBid-Document.6.6 Bidders may note that JRDA will not entertain any deviations to the Bid-Documentat the time of submission of the Proposal or thereafter. The Proposal to be submittedby the Bidders would have to be unconditional and unqualified and the Bidderswould be deemed to have gone through the Bid Documents in details and acceptedthe terms and conditions of the Bid-Document with all its contents. Anyconditional Proposal shall be regarded as non-responsive and would be liable <strong>for</strong>rejection.7. EVALUATION OF THE PROPOSAL7.1. Evaluation of PART-I (A) Submission7.1.1 The Part-I (A) Submission of the Proposal would first be checked <strong>for</strong>responsiveness with the requirements of the Bid Document.a. It is received / deemed to be received by the Proposal Due Date including anyextension thereof.b. It is signed, sealed and marked as stipulatedc. It contains all the infomation and documents as requested in the Bid Document.d. It contains infomation in <strong>for</strong>mats specified in this Bid Documente. It provides infomation in reasonable detail. ("Reasonable Detail" means that, but <strong>for</strong>minor deviations, the infomation can be reviewed and evaluated by JRDA withoutcommunication with the Bidder). JRDA reserves the right to determine whether theinfomation has been provided in reasonable details or not.f. There are no inconsistencies between the Proposal and the supporting documents.Page 14 of 52
