7.1.2. A Proposal that is substantially responsive is one that con<strong>for</strong>ms to the precedingrequirements without material deviation or reservation. A material deviation orreservation is onea. which affects in any substantial way, the scope, quality, or per<strong>for</strong>mance of theProject, orb. which limits in any substantial way, inconsistent with the Bid Document, JRDA'srights or the Bidder's obligations under the Terms of Agreement, or7.1.3 which would affect unfairly the competitive position of other Bidderspresenting substantially responsive Proposals. In case the Proposal is found tobe responsive, Part-I (A) Submission would be evaluated in accordance withthe criteria <strong>for</strong> qualification of Bidders set out in the specified clauses and suchBidders would be Qualified Bidders.7.1.4 As part of the evaluation of the Part-I (A) Submission, JRDA may also request theBidder to submit clarifications.7.1.5 The evaluation of the Part-I (B) submission would be taken up only after Part-I (A)Submission is found to meet the requirements of this Bid Document. JRDA reserves theright to reject the Proposal of a Bidder without opening the Part – I (B) or Part-IISubmission if, in its opinion, Part-I (A) Submission is not substantially responsive withthe requirements of this Bid Document.7.2. EVALUATION OF PART-I (B) SUBMISSION7.2.1 The Technical <strong>proposal</strong> of the Qualified Bidders would be evaluated <strong>for</strong> the approach ofimplementing the Project with adequate resources within the scheduled time and tocomply with the conditions set out in the scope of work.7.2.2 After opening of Part-I (B) submission and <strong>for</strong> the process of scrutiny of Part-I (B), theQualified Bidders may be invited to present their modus-operandi and clarification in thePart-I (B) submission of the said work be<strong>for</strong>e the Technical Committee to be constitutedby this Authority. The date and time of the presentation will be communicated to theQualified Bidders.7.2.3 Attendance of the Qualified Bidder or their authorized representatives is mandatory.7.2.4 On the basis of recommendation of the Technical Committee, short listedcompany/firms will be considered <strong>for</strong> the Financial Bid i.e. Part-IIPage 15 of 52
