ELIGIBILITY CRITERIA2.1 The Bidders eligible for participating in the qualification process shall be any oneof the following three categories:Category 1: A single Business Entity meeting the qualification criteria asCategory 2:Category3:set out in proof of qualification.In case the Bidder, which is a Business Entity, (hereinafterreferred to as ‘Lead Member’) does not have thequalification criteria as set out in Proof of Qualification, thesame may be procured from a suitably qualified operator,(hereinafter referred to as ‘Operator’), with whom a validMemorandum of Understanding (hereinafter referred to as‘MoU’) formalizing such an agreement should be in place.The Operator must also be a Business Entity. This joint entityshall herein after be referred as ‘Consortium’.
