There has been a much steeper rise <strong>in</strong> per capitaconsumption expenditure <strong>in</strong> urban than rural areas <strong>in</strong> real terms <strong>in</strong> <strong>the</strong> n<strong>in</strong>eties <strong>and</strong> subsequentyears compared to <strong>the</strong> preced<strong>in</strong>g years (Graph 8). The discussion on consumption expenditure<strong>and</strong> poverty has been undertaken with a slightly longer time horizon tak<strong>in</strong>g 1972-73 as <strong>the</strong>start<strong>in</strong>g po<strong>in</strong>t s<strong>in</strong>ce <strong>the</strong>re were major anti-poverty <strong>in</strong>itiatives launched <strong>in</strong> <strong>the</strong> seventies as alsobecause temporally comparable data became available s<strong>in</strong>ce <strong>the</strong>n. This graph <strong>and</strong> <strong>the</strong>subsequent one on poverty shows trend s<strong>in</strong>ce 1972-73 just to br<strong>in</strong>g home that consumption<strong>in</strong>equality did not rise sharply until 1993-94 <strong>and</strong> that rural <strong>and</strong> urban poverty had almostconverged <strong>in</strong> <strong>the</strong> early n<strong>in</strong>eties.15
