This month’s news form the field is just as exciting as ever. When is the facilities management 

sector going to calm down, I ask you? Hopefully it won’t, I hear you cry... 

Last week saw the doors open to the country’s first NHS LIFT centre, a project brought 

to life by facilities management company Sewell and Hull Citycare. What does LIFT 

stand for I hear you ask? Local Improvement Finance Trust - another acronym for us to 

contend with! 

As well as seeing a doctor, patients will be able to borrow a library book, check their 

email and pick up a prescription from the pharmacy - the facilities really are that 

good. What I want to know is how long will the waiting list be? 

Hull Citycare, the city’s LIFT company (who also manage the building on behalf of 

Eastern Hull Primary Care Trust), built the centre at a cost of £2.3m. Apparently, the 

scheme is the first of many, with the next scheduled to open in Hull in early 2006. 

Sewell, the private sector partner in Hull Citycare, provides services including property 

development, maintenance and estates management over a 20-year term. 

Elsewhere Initial Fire and Security impressed by winning two trophies at the Security 

Industry Training Organisation Awards. 

The Blackburn-based company won the ‘Outstanding Training Practice within an 

Organisation’ and ‘Best Training Professional’ categories for training centre manager 

David Millett. 

Clive Hayton, managing director at Initial Fire and Security, said: “Our apprentice 

training programme goes from strength to strength and is now, quite rightly, regarded 

as the industry benchmark.” 

Keep up the good work Initial, who by the way also won the British Security Industry 

Association’s chairman’s award recently. 

News also broke this month that multi-disciplinary consultancy Atkins had been 

appointed as a framework partner on the Environment Agency National Engineering 

and Environmental Consultancy Framework (NEECA). 

Under the deal Atkins will help to deliver a £2bn flood defence, waterways and water 

resources capital works programme over the next 10-years. 

Atkins will provide waste management, biodiversity, landscape design, environmental 

planning, fisheries, recreation, navigation and water resources. 

Framework director at Atkins, Dermod Sweeney, said: “We expect to build on the successes 

of the previous NEECA framework.” 

With all this activity in our sector, and no shortage of work, it comes as no surprise to 

learn there are recruitment problems in building and construction. 

According to a survey by KPMG, the sector is having problems recruiting and retaining 

skilled staff. 

Nearly half of 142 building and construction HR industry executives said skills shortages 

were leading their organisation to squeeze profit margins to pay higher wages. 

Shock horror, 63% of respondents also said staff were leaving because competitors were 

offering higher wages. Welcome to the real world... 

Richard Whittington, head of building and construction at KPMG, said: “Skills shortages 

remain a huge issue for the building and construction sector... most said this would 

remain the case for at least the next two years.” 

On a more serious note, you may be interested to learn that a June 6th retrial date 

has been announced for the Barrow council architect Gillian Beckingham. 

Beckingham faced manslaughter charges following an outbreak of Legionnaires disease 

in 2002, which she escaped, but was charged with an H&S offence. 

Beckingham is now preparing appeal against the H&S charge for the second time. 

The first appeal failed when a deadline for action was missed.

Nilfisk-Advance keeps 

runways clean and safe 

The latest road sweepers from Nilfisk- 

Advance are helping to keep runways clean 

and safe at BAE SYSTEMS’ facilities at 

Samlesbury and Warton, which includes the 

Eurofighter Typhoon flight line. Regular 

sweeping of car parks and internal roadways is 

vital to prevent foreign objects and debris 

blowing on to runways and causing a hazard to 

aircraft. Leading support services company, 

Sodexho, has invested in an RS 500 and an RS 

850 from Nilfisk’s new road sweeper range to 

ensure fast and efficient outdoor cleaning at 

the sites. 

Stuart Charlton, Sodexho’s Project Development 

Executive comments: “NilfiskAdvance conducted 

a detailed assessment of BAE SYSTEMS’ 

requirements, including on site visits, before 

recommending the compact RS 500 for 

Samlesbury and the larger capacity RS 850 for 

Warton. Both machines are proving highly effective, 

and Nilfisk’s service and support have been 

excellent.” 

Are you at risk from UV - 

even when you’re inside? 

With skin cancer now the most common form 

of cancer, research now shows that glass provides 

little protection from UVA ultraviolet 

rays - the wavelength thought responsible for 

non-melanomas and malignant melanomas. 

So if glass affords little protection from the dangerous 

effects of the sun, what measures can be 

taken to protect staff and customers by those 

responsible for offices, schools, hospitals and 

shops? There is a simple, cost-effective - and

skin from burning in the sun.”

being indoors is not as safe as previously 

thought.

Law firm’s mine of 

information 

Newcastle based solicitors Hacking Ashton 

today revealed that they are keeping their 

important archive documents relating to previous 

cases 500 feet below ground in a unique 

location. DeepStore is an underground document 

storage and records management facility 

situated deep below the Cheshire countryside. 

It is the only secure storage facility of its 

kind in the UK. 

The law firm keeps its 15000 files at DeepStore, 

retrieving between one and ten documents a 

week. Previously the firm were storing files in 

a warehouse on an industrial estate but Partner 

Lewis Griffiths explains the reasons behind their 

move, “I’d heard about DeepStore and was very 

intrigued about the facility. Our paper files are 

immensely important and we have to be sure 

that they are stored in the best place possible. 

We have also saved money both by relinquishing 

the lease on the old warehouse and the better 

use of staff time.” 

The facility is ideal for storing documents and 

sensitive or fragile materials due to its naturally 

stable atmospheric conditions: there is no UV 

light, no risk of flooding or lightning strikes, no 

moisture and no pests or vermin. The temperature 

remains at a constant 14°C all year round 

together with a relative humidity band of 60-

High temperature wash cycles 

recommended by an NHS guideline 

to process infected laundry 

do not kill the lethal bug 

Clostridium difficile, scientific 

tests have revealed. 

Clostridium difficile infections in 

healthcare environments have 

soared in recent years. Although 

reporting cases has only recently 

been made mandatory, voluntary 

reporting by laboratories showed 

there were 43,000 in 2004 - an 

increase of 23 per cent. 

Earlier this year, it was reported 

that the bug had killed a number 

of patients in several hospitals, 

including 12 people at Stoke 

Mandeville Hospital. 

Despite the prevalence of the bug, 

the NHS still relies on a laundry 

guideline last updated a decade 

ago. The guideline, HSG (95) 18, 

states that infected or foul laundry 

should be thermally disinfected. 

This means that items should be 

washed at no less than 65 degrees 

centigrade for at least 10 minutes 

of preferably at 71 degrees for a 

minimum of three minutes. 

But tests by independent microbiologists 

have shown that the high temperature 

cycles are completely ineffective against 

Clostridium difficile.

In another test, Microsearch analysed water 

containing Clostridium difficile which had been 

held at a temperature of 80 degrees centigrade 

for 15 minutes. They found the reduction of 

Clostridium difficile spores to be ‘insignificant’. 

By comparison, a similar test on OTEX water 

found no viable trace of spores after only twoand-a-half 

minutes. 

OTEX is widely used in care homes throughout 

the UK and the Commission for Social Care 

Inspection has confirmed that the system complies 

with the National Minimum Care 

Standards. 

Following a recommendation by the Health 

Protection Agency’s rapid review panel, the system 

is now due to be evaluated by the NHS. 

JLA director Dick Cardis said: ‘The NHS guideline 

covering laundry needs to be reassessed as 

a matter of urgency. It is based on research carried 

out over 35 years ago when superbugs were 

unheard of. 

‘It needs to be changed for two reasons. On the 

one hand, its recommendations have been 

proven to be ineffective against Clostridium difficile. 

On the other hand, it is so outdated that 

it takes no account of new innovations.’ 

As well as guaranteeing total peace of mind, 

OTEX also achieves substantial financial savings 

due to its use of cold water and the fact that it 

disinfects faster than high temperature cycles.

Kee Klamp Ltd is playing an integral part in

and constructed in Trafalgar Square for the

The only other elements in the seating system’s 

construction are thousands of blue rubber

Leeds City Council has purchased 

a fleet of five Ransomes Spider 

mowers for maintaining steep 

banks around the city. The 

unique, remotely controlled 

rotary mowers were delivered 

recently following a 30-week trial 

period with a machine hired in 

from Swan Plant. 

Chris Simpson, Transport and Fleet 

Manager at Leeds City Council, was 

stopped in his tracks by a demonstration 

on the Ransomes Jacobsen 

stand at SALTEX in 2004. He immediately 

recognised its potential and 

how it could benefit his Parks & 

Countryside team. 

A demonstration was duly arranged 

by Palmers Groundcare, Ransomes 

Jacobsen’s local dealer at Selby, 

which took place on a particularly 

difficult site in Leeds. It confirmed 

that the Spider could do what was 

being claimed and that it had other 

benefits too, especially with regard 

to Health and Safety.

and we wanted to test the 

water, so to speak”, Chris Simpson 

said. “I contacted David Curwell at 

Swan and he agreed to purchase 

the machine, which we then hired 

for a 30 week contract period. We 

used it throughout the winter on 

steeper embankments where we 

had carried out site specific risk 

assessments. Four operators were 

trained to use it at the various 

locations. The 30-week hire was a 

really good way to understand how 

the machine operated; its numerous 

plus points, its limitations and 

the benefits that it offers. As 

responsible employers we have a 

duty to pursue all avenues with 

regard to the health and safety of 

our operators. Hand and arm vibration 

is a particularly important 

issue and the Spider, being remotely 

operated, alleviates this at a

The reline was part of a 727-metre renovation 

of 450 diameter mainline sewer along the banks 

of the River Tweed in Peebles, Scotland. And 

Lanes did it in just two sections: firstly relining 

a massive 509-metres with one liner before 

installing a second 218-metre length to complete 

the run. 

Lanes’ previous reline record was 489 metres. 

Lanes had been contracted to carry out the 

Peebles renovation as part of a multi million 

pound flood alleviation scheme for Scottish 

Water Solutions being undertaken by Morrison 

Construction Services.

The new TopGolf Game Centre is a recent redevelopment

and fitness centre. Building owners Baydrive, 

working in partnership with Project Managers, 

Jeff Mason Design Associates (JMDA) and architects,

bays. Providing a more versatile alternative to 

pre-fabricated framing, the fittings help create 

tubular structures which divide up the internal 

driving bay areas and provide support for seating, 

poster frames and signage.

such an achievement, according to Simon Bull, 

Lanes’ Reline Operations Manager. 

“The proximity of the drains to the river - about 

3-metres in some places - was causing severe 

water ingress so we pre-lined the sewer first. 

We also set out 2.3Km of 200 diameter overpumping 

in three lines along the river bank. And 

we built a 780-metre temporary roadway with a 

12 x 12-metre working platform. 

“Overhead power cables meant that we couldn’t 

operate in the normal way. Instead of lifting 

equipment we had to hand hoist the 10-tonne 

liner up the 5-metre high staging we had built 

and install it by hand. 

“The installation process took 4 days which was 

quite risky because the uncharacteristically 

warm weather could have accelerated the curing 

process. The £70,000 worth of reline materials 

had been delivered in a refrigerated vehicle 

because temperature is so crucial.” 

Curing the liner required 2 four and a half million 

BTU boilers - a process which took another 

two days, followed by a further 48 hours for 

trimming and cutting. 

Simon adds “Despite the obstacles, the post 

installation survey showed a perfect reline and 

since we completed the second 218-metre section 

without a hitch too, Morrison Construction 

Services was more than happy with our recordbreaking

completed by the main contractor, 

Phelan Construction, without the need for any 

specialist help. All fittings within the versatile

TIMEbadge changes colour when a 

visitor's badge is no longer valid, 

eliminating the risk of unauthorised 

badge use and the need to

Each TIMEbadge consists of a specially 

coated white adhesive front

longer a secret 

There has been a marked increase in the level 

of interest in the SmartTrack mobile robotic 

surveillance system following its appearance 

on a recently broadcast documentary on shop 

theft, reports Noel Verbruggen, Managing 

Director of Intrepid Security Solutions. 

Dispatches: Secrets of the Shoplifters examined 

the staggering scale of shop theft which costs 

retailers and ultimately consumers billions of 

pounds every year. While the general public 

largely consider shoplifting a trivial and 'victimless' 

crime, the program made the point that 

theft from stores is increasingly lining the pockets 

of drug addicts and gangs of organised criminals 

who are stealing to order. 

“The producers as part of their research for the 

program visited our stand at IFSEC 2005. This 

gave us an opportunity to demonstrate to them 

the benefits of SmartTrack not the least of 

which is its powerful deterrent effect. Would be 

thieves cannot see where the camera is positioned 

on the track as it is hidden behind a tinted 

or mirrored enclosure”, said Noel 

Verbruggen. 

Intrepid have already received significant orders 

for SmartTrack from a number of well known 

retailers including ASDA, B&Q and CO-OP and 

following the publicity on the Dispatches program 

are confident that they will be able to 

report other large orders for the product in the 

near future. 

Portable boiler plant 

helps construction 

continue at Walsgrave 

Hospital 

When leading PFI/PPP service provider 

Skanska wanted help to maintain temperature 

so that floor laying processes could 

continue during the construction of 

Walsgrave hospital in Coventry, the company 

turned to Andrews Sykes for a complete 

hire solution that included 500kW 

Hotmobil mobile packaged boiler plant. 

The process to lay vinyl flooring was scheduled 

for January-March 2005 and there was 

no time for procrastination. "Unfortunately it 

was a cold time of year but we couldn't let 

the weather delay construction," explains 

Skanska project manager, Nigel Lewis. "To be 

able to continue with the floor laying process 

we had to maintain an ambient temperature 

of 17ºC around the clock - 24 hours a day." 

At first Skanska asked hire solutions specialist 

Andrews Sykes to provide small KH500 

propane powered heaters but following a site 

survey it was recognised that the quantity of 

heaters required would not be economical to 

run because of gas usage and the labour 

required to repeatedly change cylinders. 

The alternative solution proposed by 

Andrews Sykes was to install two 500kW 

Hotmobil mobile packaged boiler plant connected 

to 16, 50kW internal air-handling 

units, distributed equally around the four 

floor areas of the building. The installation 

took approximately two weeks to complete, 

with much of the heating hose placed in 

trays above head height. In total approximately 

3km of hose was used. Andrews Sykes 

also had to provide step-up power transformers 

with RCD protection to suit the 230V airhandling 

units; the only power available on 

site was 110V. Other equipment supplied by 

Andrews Sykes included two 4700 litre bunded 

fuel tanks and two high specification 

pumps.

ABB is helping staff keep their 

cool at the Football Association’s 

headquarters in London. By varying 

the speed of the building’s air 

handling fan to match the changing 

pressure in the air ducts precisely, 

the drive is also helping 

the FA save energy. 

The drive, supplied by ABB HVAC 

partner DH Drives via air movement 

equipment manufacturer Flakt 

Woods, was part of a wider upgrade 

of the Soho Square building’s systems. 

This was spurred by the need 

to include humidification in the air 

conditioning system for the first

new school in shade 

Somfy, a world leader in blind 

control systems, has played a significant 

part in making a College 

assembly hall capable of transformation 

into a performance theatre 

with full blackout facilities. 

The distinctive design of Bishops 

Park College in Essex, a £15m PFI 

project for Wates Construction, 

created a number of shading challenges 

for blinds contractor 

Nantmor Blinds. 

Inspired by an example in Boston, 

USA, the college is organised into 

three separate ‘self contained’ 

schools, the focal point of which is 

an imposing multi-purpose shared 

hall. 

Used primarily as an assembly hall 

and refectory, the spacious double 

volume hall is top-lit with natural 

light by a 49 square metre pyramid 

explains: Without humidification 

the relative humidity of the air was 

dropping below healthy levels, 

especially in the winter. Now the 

upgraded system is saving energy 

and is making everyone feel more 

comfortable.’ 

The air in the building is filtered 

and the pressure drop across the 

filters changes as they gradually 

become clogged with dust. In the 

old system, the air handling unit 

constandy pushed air through the 

ducts as if it was working against 

the maximum back pressure from 

the filters. We used to use loads 

more energy and we’d also find 

unstable pressure conditions within 

the air ducts,’ says Bane. ‘Now the 

ABB drive is connected to the building 

automation system and varies 

the fan speed to maintain a constant 

duct pressure. It saves energy 

and makes the whole system more 

stable.’ 

According to Bane, the FA is still in 

the process of quantifying the 

energy savings from the drive. Any 

quantitative assessment is complicated 

by the fact that the addition 

of the humidification unit is also 

saving energy, because passing the 

air over the water cools it down 

and makes the air conditioning less 

reliant on electrical cooling.

West-African WaterAid project 

PHS Waterlogic, the

system for this large new hospital, Simmtronic

a high-reliability system capable of 

delivering this complex project whilst providing 

the energy efficiency demanded. 

As part of the lighting control scheme, dimming 

functions have been widely employed throughout 

the hospital - in both wards and consulting 

rooms. Simmtronic has also designed and supplied 

a special lighting control interface with 

the nurse call system to provide patients with a 

personal bedhead control featuring on/off and 

dimming functions. 

The extensive use of presence detection in nonclinical 

areas will deliver energy savings by 

ensuring lights are automatically switched off 

when these locations are unoccupied. 

Romford’s new state-of-the art healthcare facility 

will have a large cancer and renal dialysis 

unit and comprise over 4800 rooms in a 1million 

sq. ft. building with a footprint the size of 12 

football pitches. The ground and first floors are 

being dedicated to outpatient services and A & 

E. Inpatient accommodation will be provided in 

circular towers with a total of 939 beds in 4-bed 

wards and single rooms. This circular design 

shortens movement distances for both staff and

Welsh Assembly gives 

A04 its voice of confidence 

The Welsh Assembly Government has 

given Asher’s new design-led A04 range 

its vote of confidence in selecting it for 

the new premises of Cadw - pronounced 

cad-oo - the historic environment agency 

within the National Assembly. 

The Assembly’s brief to Asher was to provide 

the new two-storey facility with contemporary, 

stylish furniture that would 

reflect both the prestige and function of 

the Wigley Fox Partnership designed building. 

A priority was to retain a common 

style throughout the building, so it was 

considered essential to opt for a system 

that would be equally suitable for cellular, 

executive offices and team working areas. 

Asher supplied 117 1800mm by 1800mm 

A04 radial workstations that accommodate 

flat-screen monitors to make the most space 

efficient use of the desktop footprint; seven 

management offices have bow-fronted A04 

workstations, while the three senior executive 

suites have A04 Ethic desking. To retain a common 

aesthetic platform throughout the building, 

the A04 desktop finish at Cadw is cherry MFC, 

with natural cherry veneer for the management 

and executive workstations and meeting tables. 

The legs and support framework, drawer units 

and low-level screen framework are all painted 

platinum. 

The contract is the second major Asher installation 

for the Welsh Assembly. Asher was also used 

to furnish the Assembly’s headquarters at 

Cardiff Bay; the Assembly’s debating chamber;

means that no two tiles are the 

same so installation waste is minimised 

and tiles can easily be 

replaced with no incompatibility 

issues, moreover the replacement 

tiles may be laid in any direction. 

Single-dye-lot manufacturing 

ensures batch-to-batch consistency 

making large stock-holding of spare 

tiles unnecessary.

in the main open plan areas while

Welconstruct provides 

space measures for 

the Sheffield College 

When space became an issue at 

The Sheffield College’s 

Engineering Centre, moving to 

new premises within the city centre 

just wasn’t an option. The 

central location of the existing 

building was ideal for the purpose, 

but with growing numbers 

of students wishing to take engineering 

courses, it became apparent 

that the facilities needed to 

grow. 

The College employed Price 

Tomlinson Architecture (PTA) to 

find a solution, which could be 

invoked as soon as possible and 

cause the least disruption to ongoing 

classes. An extension to the 

existing mezzanine floor undertaken 

by Welconstruct Customer 

Solutions proved to be the answer. 

Barry Price of Price Tomlinson 

Architecture says: “There was no 

space to extend the building outwards 

so we looked upwards and to 

extending the existing mezzanine 

floor at the Olive Grove Road site. 

However, this route had its own 

challenges as the floor of the structure 

had a Superlux board fire rating 

to stop students puncturing the 


ceiling whilst handling engineering 

material such as copper piping.” 

Welconstruct Customer Solutions’ 

was selected to manufacture and 

install the new extension based on 

its expertise, ability to meet the 

specification and the needs of the 

non-standard fire rating. The mezzanine 

floor extension had an 

8.5knIm2 loading to meet the 

architect’s specification, with a 

9mm Superlux board 1200mm x 

600mm to adhere to the fire rating.

RIDI Lighting was seen as the perfect luminaire 

manufacturer for the newly designed 

lighting scheme at Christian Aid’s London 

office. RIDI’s combination of functional design 

and high-performance, supported by its outstanding 

value made it a clear choice for

it came to choosing a manufacturer. 

RIDI lights were chosen for installation in 

almost every area of the 45,000 sq ft building, 

which is spread over six floors and includes a

A very different aesthetic can also

Associates had specified

previous projects, and 

used the company again 

for the Christian Aid 

project. 

“The RIDI range offers 

the client a complete 

range of high-quality

to offer the client a complete lighting solution 

with a multitude of options for different areas

have given us excellent feedback on 

the new palette and have told us

recently revised range of EBD downlighters was 

also selected, which is now fully compliant with 

the latest UK and European regulations and has 

been completely redesigned and upgraded to 

provide an affordable, versatile and attractive 

downlighter solution for any type of commercial 

office lighting application. 

Product selection was made to provide an economic 

blend of compact fluorescent down 

lights, fluorescent modular fitting display lights 

in low voltage, as well as emergency lighting. 

As well as this, simple surface-mounted light 

fittings were used in areas with concrete ceilings. 

Care was taken to provide lighting for 

open plan office areas, without damaging glare 

to users of VDUs. Lux levels vary from 300 to 

500 throughout the office.

The effects of noise 

on staff efficiency 

Studies show disruptive noise and 

lack of speech privacy are leading 

problems in today's buildings. The 

plethora of photocopiers, faxes, 

keyboards and printers greatly

Detectors protect 

Leadenhall Market 

An intelligent fire detection system based on 

Apollo Discovery intelligent fire detectors and 

Kentec control technology has been installed 

to protect Leadenhall Market in the City of 

London. The Corporation of London, which 

owns the site, awarded the project to FFE Fire 

& Security Limited. 

The project posed a number of challenges: the 

fire detection needed to take into account the 

site’s Victorian architecture and its function as 

a busy modern shopping arcade. In addition the 

Market is not a single structure, but comprises a 

collection of separate buildings with a common 

causeway between that is covered with a glazed 

roof. 

Site history 

Leadenhall Market takes its name from the 

manor house around which the original market 

was established in the early 14th century. It 

quickly became one of the best places in London 

to buy meat, game, poultry, cheese and fish. In 

1408 the occupational leasehold title of the 

Manor of Leadenhall was passed to the Lord 

Mayor - one Richard (Dick) Whittington - and the 

citizens of London. The freehold was conveyed 

to the Corporation, which continues to own the 

site, in 1411. 

Other notable events include the partial 

destruction of the market in the Great Fire of 

London in 1666. The current wrought iron and 

glass structure was designed and constructed in 

1881 by city architect Horace Jones. 

Today, Leadenhall Market offers a perfect balance 

between conservation and contemporary 

commercial needs. The Corporation of London 

has retained the original structure and Victorian 

detailing, whilst encouraging retail diversity. 

Although quality meat and fish traders continue 

to thrive, the market also offers fashionable 

shops and modern cafés. 

Fire detection requirements 

The fire detection system is required to provide 

protection for all the retail outlets, offices and 

communal covered walkways in the market. The 

Corporation specified the use of Apollo intelligent 

fire detection technology. FFE supplied and 

installed a fire detection system designed 

around a Kentec Syncro four-loop central con- 

fire & hazard protection

trol panel, complete with a 90 LED mimic panel 

to aid the Fire Brigade with alarm location. 

The communal walkways with their glass roof 

were a particular challenge. The glazing is highly 

reflective and therefore the environment is 

not suitable for beam detectors, which would 

otherwise have been an obvious choice for protecting 

these open spaces. In addition, 

Leadenhall Market is equipped with ornate lighting 

suspended from the roof at intervals, which 

made the location even more hostile for beam 

detectors. The Corporation therefore decided 

that Apollo flame detectors were the best solution. 

The fire detection system is designed so that 

each building can be evacuated individually or 

in sections (footprints), which ensures minimum 

disruption to other buildings not affected by a 

fire alert. However, a fire alert in the communal 

walkway triggers a general evacuation of the 

site.

Following the introduction of Regulation 4 

(Duty to manage asbestos in non-domestic 

premises) of the Control of Asbestos at Work 

Regulations (CAWR) 2002, many facilities 

managers of commercial buildings have commissioned 

asbestos surveys in order to comply 

with the requirements. However, ‘managing 

asbestos’ does not solely imply conducting 

surveys of the premises.

Firing up the changes 

Tony Morris of Casella Winton discusses the 

impending changes to Fire Regulations in the UK 

The long awaited review of existing 

UK fire legislation comes to a 

conclusion next year with the 

introduction of “The Regulatory 

Reform (Fire Safety) Order 

2006.” It is anticipated that the 

order will come into effect in 

early April 2006, initially applying 

only to England and Wales, with 

Scotland and Northern Ireland following 

suit via their own statutes 

in due course. 

Already out in draft format, it is 

proposed that the order will revoke 

all existing fire legislation, including 

the ‘Fire Precautions Act 1971’ 

and the ‘Fire Precautions 

(Workplace) Regulations 1997/9, 

together with the other hundred or 

so odd pieces of local fire enactments, 

by-laws, and peripheral 

orders. 

Subsequently, fire certification will 

become a thing of the past, however 

bear in mind that the current 

requirements remain firmly in 

place until revoked by the new 

order. Sound advice is therefore to 

maintain the building in accordance 

with the current fire certificate, 

continue to consult with the fire 

officer as and when required and to 

maintain an up-to-date set of single 

line drawings for the workplace 

and, where appropriate, relevant 

building(s). 

Designed to harmonise with the 

current framework and format of 

Heath & Safety legislation, the 

order is similar in every respect to 

the existing Fire Precautions 

(Workplace) Regulations 1997/9 

and applies (with the similar exceptions 

of domestic premises and outdoor 

locations) to all places of 

work. 

As expected, the order will place a 

requirement on the employer as 

the ‘Responsible Person’, to 

appoint a ‘Competent Person’ to 

undertake a meaningful and realistic 

fire risk assessment appropriate 

to the size and nature of the workplace. 

There is renewed emphasis 

on the role of the employer as the 

‘Responsible Person’ in the workplace, 

or on the person who has any 

degree of control over all or part of 

the building. The ‘Responsible 

Person’ will be accountable by law 

for compliance with the order and 

will be required to appoint one or 

more ‘Competent Persons’ to carry 

out the risk assessment and implement 

the measures within the 

workplace. 

There is also a proposal to introduce 

a third category of person into 

the order - namely the ‘Relevant 

Person.’ This category has been 

introduced deliberately to take 

into account those persons who 

currently fall outside the immediate 

jurisdiction of an ‘Employer’ 

but who may be affected by (or 

may influence by their own activities) 

the risk within the workplace. 

This category is further extended 

to include those persons who may 

lawfully be on, under or in the 

vicinity of the workplace and/or 

relevant building(s), i.e. General 

Public, Visitors, Contractors, 

Residents, Neighbours, etc. 

Emphasis is also made of the need 

to undertake specific fire risk 

assessments where there is:- 

A ‘Child’ employed (being not over 

school age as defined i the 

Education Act 1996). 

‘Dangerous Substances’ present in 

the workplace (as defined under 

the H&S ‘Approved classification 

and labelling guide’) 

A possibility of ‘Serious and 

Imminent Danger’ arising through 

fire or similar event in the workplace. 

In such cases the 

‘Responsible Person’ must establish 

enhanced procedures to pre-warn 

staff of the risk, increase safety 

training and fire drills, implement 

measures to minimise the risk, 

install additional means of escape 

provisions where necessary, and 

take steps as necessary to ensure 

an immediate evacuation 

before..... 

Other ‘Articles’ reiterate the existing 

workplace regulations, emphasising 

the provision and maintenance 

of means of escape facilities, 

the maintenance of all fire related 

equipment (portable, fixed, and 

that provided for fire-fighters use), 

staff training, record keeping and 

regular reviews of the fire risk 

assessment. 

There is also an interesting addition 

in the draft order regarding ‘Fire- 

Fighters Switches’ whereby it is 

proposed that the ‘Responsible 

Person’ should register any existing 

switches within 21 days of the 

order, or consult with the fire 

authority over any proposed installation. 

The wording within the 

draft order refers specifically to 

switches that isolate high voltage 

luminous discharge signs, and not 

to the more common fluorescent 

lighting, used to illuminate modern 

facia signs. 

One thing that employers should be 

aware of is an enhanced policy of 

validation and enforcement by the 

fire authorities. The Fire Service 

College has been running (and will 

continue to do so for some time) 

specific fire risk assessment courses 

for both external delegates and 

local authority fire officers. The 

contents of the courses deliberately 

focus on levels of ‘assessor’ competency, 

benchmark standards, 

contents and compilation, and the 

validation and enforcement 

aspects. From our own experience, 

fire officers around the country 

have been looking far more closely 

at fire risk assessments to ensure 

they are appropriate, meaningful 

and realistic, taking into account 

the size, nature of activities, number 

of persons, and fire risks within 

the workplace.

Understanding the burning issues 

Demand for fire resistant glass is rising in line 

with increasingly stringent fire safety regulations 

in both the public and private sectors. 

Gary Colliver, National Account Manager at 

Float Glass Industries talks to PFM magazine 

and offers his view on the latest issues and 

developments in this burgeoning market. 

As one of the UK's largest glass distributors, the 

supply of fire resistant glazing products is an 

important part of Float Glass Industries' (FGI's) 

offering. Faced with an array of fire glasses and 

performance claims many designers and facilities 

managers look to their chosen fire door 

manufacturer or glazing contractor for advice. 

Although wired glass continues to dominate the 

fire glazing market it is limited by its dated and 

institutional appearance. The glass industry has 

developed a wide range of more sophisticated, 

clear view glasses, of which multi-layered intumescent 

laminates provide the most attractive 

performance characteristics. Much is also made 

of a product's integrity in a fire situation, that 

is the time period the glass will prevent flames 

from breaking through, such as 30 minutes or 

60 minutes. However, at FGI we strongly recommend 

the use of products that are able to 

offer in addition a degree of insulation as well 

as the specified integrity, for the following reasons. 

If there's a fire burning on one side of a 

fire resistant glass that offers no insulation 

value, the temperature on the non fire side will 

rise rapidly. This represents an increased danger 

to people passing by and could cut off what 

may have been intended as a safe means of 

escape. 

Fire glass that offers the appropriate level of 

integrity required with the added benefit of an 

insulation value can, therefore, be a real lifesaver 

in the event of a fire. At FGI we believe 

we have a role to play in raising awareness 

amongst architects and facilities managers of 

fire glass developments, and, of course, to provide 

the products that meet current and future 

requirements in this fast moving field. That's 

why we have been working closely with 

Pilkington, Europe's largest glass manufacturer,

Belfast City Airport (BCA) is the second major 

airport in the UK to install DeafAlerter(r), the 

market leading radio-based fire alarm warning 

and messaging system for Deaf and hard of 

hearing passengers and staff. The aim of the 

introduction of Deaf Alerter is not only to 

improve BCA facilities in compliance with the 

Disability Discrimination Act (enforced 

October 2004) by providing equal access, but 

to enhance the travel experience BCA Deaf or 

hard of hearing passengers receive. 

A hearing person in the airport relies on the 

audible alarms for fire alarm or emergency 

warnings, however Deaf and hard of hearing 

people are excluded from these vital messages 

as it is a facility not accessible to them. The 

Deaf Alerter system overcomes this barrier by 

means of a small hand-held device, known as an 

Alerter. Passengers can borrow an Alerter free 

of charge from the information desk, at which 

point an instruction card will be provided; those 

passengers who own their own Alerter will need 

to register it with the information desk. 

The Deaf Alerter system comprises a VHF radio 

transmitter and aerial, which is permanently 

connected to the airport’s existing fire alarm 

system. This responds instantly to an alarm and 

each Alerter in use receives a simultaneous signal, 

vibrating and flashing to attract the Alerter 

wearer’s attention. This will continue until the 

Alerter user is safely out of the building. 

Although life safety is the key purpose and priority 

of Deaf Alerter it has another great unique 

feature called Message Manager(tm), which provides 

access to audible public address 

announcements. Deaf Alerter’s Message 

Manager has an automated link with the flight 

information system; when a 

message is broadcast audibly 

the same message is 

sent via the Alerter, for 

example ‘Go to Gate’ or

Traditionally for most Deaf and hard of hearing 

people the departure lounge experience is not 

particularly pleasurable. It’s extremely difficult 

to hear announcements even when you have full 

hearing. With 15% of the UK population experiencing 

some form of hearing loss, ranging form 

mild hearing loss to profoundly deaf (9 million 

people) there is a huge number of potential passengers 

who will struggle to hear the messages, 

if at all. So the wait in the departure lounge for 

Deaf passengers is usually spent sitting next to 

an information screen, being too worried to 

move in case they miss their flight. 

This need not be the case. Deaf Alerter’s 

Managing Director Steve Haseldine explains: 

“Deaf Alerter makes for an altogether more 

pleasurable travelling experience, knowing a 

safety provision has been made if a fire was to 

occur and that it is virtually impossible to miss 

your flight as the Alerter will inform you on its

their passengers’ needs has been inspirational, 

I’m sure it won’t go unnoticed by the Deaf 

community and may even help attract more passengers 

as an installation of Deaf Alerter often 

does.” 

“Whilst assisting a Deaf passenger the other day, 

I experienced the barriers Deaf people face and 

just how confusing it can be,” said Liz Donnan, 

Customer Services Duty Manager at BCA. 

“Message Manager will be fantastic for our passengers. 

We are in the process of implanting it 

so it should be available very soon. We hope it 

will enable our Deaf and hard of hearing passengers 

to have freedom and independence 

throughout the terminal buildings as it has done 

at Birmingham International Airport, who 

installed the system last year.” 

Liz continued, “Deaf Alerter is just one of the 

many initiatives BCA has implemented but we 

are constantly reviewing ways in which to 

improve our facilities for all disabled people.”

minutes- the sooner the better as the rate of 

successful recovery decreases by an alarming 

10% per minute. In the absence of a defibrillator, 

CPR alone is not enough. Without early 

defibrillation, the patient will almost certainly

Company toilets in the UK leave a

new “loo poll.” It also reveals that 

most people are unaware of their 

legal right to decent workplace 

washrooms and sanitary disposal 

facilities and that most women are 

too embarrassed to raise the matter 

with their bosses. 

Many companies are failing to provide 

decent staff toilets and washrooms 

according to the survey with 

the majority of respondents 

describing workplace facilities as 

either “disgraceful” or “leaving 

room for improvement.” 

The poll, conducted by washroom 

services management company 

Sanity Group, asked respondents to 

grade the standards of hygiene and 

provision of workplace washrooms 

as either outstanding; room for 

improvement or disgraceful. 

Sanity’s founder and managing

poll indicates that many UK 

employers need to smarten up their 

act when it comes to providing better 

washroom facilities.

be replaced by more cost-effective alternatives. 

The Away From Home paper tissue market is 

flooded with products, including a wide range 

of different hand-towels and dispensers. 

Ensuring customers have a choice is essential 

to meet different needs, but are all these 

products really necessary? 

One of the most commonly used products in the 

away-from-home market is the C-fold handtowel. 

This continues to be used by a wide range 

of customers, particularly in the industrial and 

leisure sectors, as it is considered to be the 

most cost-effective towel. However, with more 

modern manufacturing technologies available, 

customers should consider more carefully 

whether they are spending too much when less 

costly options are available. 

Although they may be cheaper to purchase, Cfold 

hand-towels will in fact generate extra 

costs in the long term. This is because they are

than dry hands. Drying also helps trap microbes 

through friction removal. 

Studies over the past 30 years have shown that 

by washing and rinsing hands, 88% of transient 

bacteria is removed. However washing, rinsing 

and drying using a paper hand towel gives optimum 

bacteria removal of around 98-99% of transient 

bacteria.1 

Despite this, C-fold hand towels can create 

hygiene issues which should not be overlooked.

staff toilets that urinals 

are notoriously difficult to keep 

from smelling. That dilemma has led to the 

development of various products, most of which 

seek to merely mask the malodours caused by

waste pipes. 

The solutions are often chemical based, contributing 

to environmental problems and even 

making malodours worse in the long term, without

Flooring Masterclass 

Mark Holden, of Crewe-based specialist contractor

factors to be considered when looking at resin 

flooring installations in washrooms, to ensure 

a surface that delivers the ultimate in hygiene 

performance and safety. 

Floors play a vital role in providing a hygienic, 

safe environment but failed systems can have a 

catastrophic effect, with operations on site 

potentially coming to an end while work is carried 

out to rectify the problem. 

With this in mind, it is important to choose a 

floor that is right for the job from the outset - 

whether it is as part of a new construction project 

or a refurbishment. 

Good planning is the key to a successful flooring 

installation. By sitting down and taking the time 

to think what the floor will be used for now and 

in the future - such as if it will be used in wet 

areas associated with washrooms - the right system 

will be chosen and costly mistakes avoided. 

Serious injuries occur because of inappropriate 

flooring, but they could be avoided. 

The right floor finish can help limit the risk. A 

correctly specified floor can give the appropriate 

level of slip resistance for individual environments. 

For the best results, before a floor finish is 

installed, facilities managers and others in 

charge of a flooring project - new build or refurbishment 

- should identify exactly what the 

building is going to be used for. 

Questions which should be asked include 

whether the floor will be used in areas subjected 

to water or other fluids, such as washrooms. 

According to the Health and Safety Executive, 

most slip injuries happen on wet floors, therefore 

care needs to be taken to reduce the risk of 

accident in these areas. 

Slip resistance in wet areas is usually achieved 

by introducing a coarser finish often aggregate, 

to create greater resistance. This gives greater 

friction and enhanced grip. 

In wet areas, the need for a slip-resistant finish 

then needs to be balanced with the cleanability 

requirements of the floor. The greater the slipresistance, 

the more attention needs to be paid 

to the type of cleaning regime underfoot. 

A really course floor can be more difficult to 

clean, but modern flooring systems allow 

designs to be fine tuned to match the appropriate 

needs of individual environments, enabling 

optimum levels of hygiene and slip-resistance. 

Finally, effective use of drainage can also help 

alleviate risks in this type of environment by 

effectively removing fluid from the surface 

quickly and efficiently. 

Design will ensure that the floor not only looks 

good but also works. This means considerations 

such as slip-resistance, cleanability and 

drainage are discussed at the specification stage 

and built into the overall system. 

Fixtures such as coving and kerbing also need to 

be looked at during this stage, particularly 

where hygiene performance is important. 

Flooring products need to be scrutinised and the 

right floor for the job identified. Seamless floors 

have a range of features, such as the ability to 

be steam cleaned, increased slip resistance and 

the addition of anti-microbials. By carefully 

identifying what the floor will be used for in the 

design and planning stage, the right product can 

be accurately selected.

A final point - the presence of water in washrooms 

makes preparation work crucial. Whether 

a new build or refurbishment project, the floor 

slab needs to be carefully primed to receive the 

floor finish. 

Although sub floor preparation involves treating 

an area that is out of sight once the new finish 

is installed, if this stage of the process is 

neglected, the flooring system could be blighted 

by osmosis, become uneven or even not bind 

in-situ to the ground. 

Furthermore, if a new finish is installed over an 

existing system that is already in poor condition 

then the new floor will look bad and quite likely 

peel before anyone even sets foot on it.

On the eve of new legislation being introduced 

in the UK governing energy consumption 

and efficiencies in buildings, Alan 

Wilkinson, Managing Director of t-mac 

Technologies and FAW Electronics, one of the 

UK’s leading designers and manufacturers of

his thoughts on the increasing importance 

of IT facilitated building control systems in 

meeting legislative requirements. 

With the impending implementation of the 

Energy Performance of Buildings Directive and 

the changes to Part L of the Building 

Regulations, due to come into force from next 

year, the need for facilities managers to provide 

tangible proof that buildings under their control 

are both energy efficient and managed responsibly 

is now firmly on the agenda. Flexible and 

interactive building control systems are becoming 

increasingly important to delivering optimum 

efficiency. 

t-mac is one of the new generation of internet 

facilitated remote monitoring systems to enter 

the market. This discreet ‘second generation’ 

building management system can remotely monitor, 

record and provide critical readings and 

historic reports on conditions imperative to the 

new regulations, such as heating, cooling, lighting 

and associated wastage levels. 

Listed on the Carbon Trust’s Energy Technology 

List, it is one of the few approved solutions 

which meets this building management legislation. 

The t-mac device is easily integrated 

within or installed close to the HVAC&R equipment, 

or independently installed within the 

building. 

The unit continuously collects data on the 

equipment or building via analogue and/or digital 

inputs. This data is then automatically 

transmitted wirelessly over the Internet by 

General Packet Radio Service (GPRS) (or alternatively 

via Ethernet or telephone line) at regular 

intervals off site, to a central server for 

remote viewing and analysis via any Internet 

enabled PC. 

While data logging is not a new concept, it is tmac’s 

ability to allow users to remotely data 

log, monitor and control information and gain 

access to analyse this data via any Internet 

enabled PC anywhere, and at any time, that is 

way ahead of other BMS devices. t-mac does not 

require dedicated PC/maintenance stations and 

associated software. Users log-on from their 

PCs through a unique and secure access control 

portal (username and password) to view live and 

historic data relating to conditions and status of 

individual or multiple pieces of equipment, 

departments or entire property sites worldwide. 

Should the pre-set levels of equipment operation 

fluctuate outside the desired limits, which 

are imperative for condition critical zones, tmac 

acts as an early warning system, sending 

accurate, detailed information about the 

change and requesting remedial action be 

taken. These alert notifications are sent via SMS 

and/or email to any number of pre-identified 

recipients as soon as a fault occurs, enabling 

decision-makers to respond promptly, on many 

occasions even in advance of a hazard or equipment 

failure occurring. Users can remotely 

change any of the programmed settings on the 

unit via a secure web page; these are then 

downloaded to the device. 

For remote control requirements, t-mac can be 

pre-set to automatically turn on air conditioning 

systems or remotely shut-down machinery 

should temperature levels become critical for 

example. Via the web page users can also carry 

out remote diagnostics on the equipment, 

department or site and request, through t-mac, 

to trigger a control application. 

Some media sources are lauding web based BMS 

as the next generation BMS. In my opinion there 

are many disadvantages to a web based system, 

mainly due to its connections through established 

Ethernet links and the requirement for 

users to log into the device via a dedicated IP 

address. There is no requirement for t-mac to 

be linked into a building’s existing IT system as 

it communicates via wireless GPRS links - it is 

entirely stand-alone, therefore if a building’s IT 

systems fail, t-mac won’t - plus there is no additional 

network ‘traffic’ potentially slowing 

down internal IT systems. 

Part L of the Building Regulations requires that 

a log of building services, plant and controls is 

kept to highlight assets, methods of operation 

and maintenance and any other additional 

details that enable energy consumption to be 

monitored and controlled. t-mac can account 

for energy consumption of equipment through 

the following techniques: 

log meter and sub-meter total gas, electricity 

and oil consumed within the building 

measure heating or cooling energy supplied to 

the building 

measure the run-hours of equipment that operate 

at a constant load 

measure the load of equipment 

allow users to estimate energy consumption 

from metered water for hot water supply 

monitor run efficiency of the water heater 

estimate non-constant small power loads

the log book to prove that assets and buildings 

are being run in an energy efficient manner. 

Part L2 of the regulations is aimed at improving 

efficiencies of installed services (HVAC&R, etc) 

and their operations to reduce energy consumption. 

t-mac can assist with analysis and production 

of valuable management information relating 

to equipment conditions, associated 

wastages, energy and asset inefficiencies and 

costs. The system can determine and measure 

where and how much energy is being used over 

a specific period and compare it to annual targets.

via interactive graphs, tables and gauges, 

which can easily be downloaded into CSV format 

for standard database analysis and reporting.

This type of report analysis allows adjustments 

to be made to increase efficiencies and, once 

made, further tracking reports can be produced 

to see how great the level of energy efficiency

The legislation on meeting building performance 

criteria will be enforced no later than April 

2006. Meeting new legislation should not be 

seen as a difficult or costly process. A t-mac system 

can be installed and up and running in a 

matter of minutes for under £2,000. Not only

ensure equipment and sites are controlled 

and managed 24/7, there is an immediate

Detector Activated 

CCTV Systems 

CCTV Systems have come a long way over the 

last decade particularly in terms of the technological 

advances made by the various 

equipment manufacturers. However, possibly 

the greatest leap foreword in adding value 

and raising standards has been the introduction 

of BS8418, a code of practice for the 

design, installation and monitoring of detector 

activated CCTV systems. 

BS8418 sets out specific guidelines regarding 

the design and installation of the system, paying 

attention to the detector and camera positioning 

as well as lighting requirements. The 

detectors should be of a quality and sophistication 

to resist unwanted or ‘false’ alarms, whilst 

maintaining optimum capture performance. 

This allows for a credible and stable solution to 

be offered that will engender the confidence 

necessary for end users to adopt the service in 

place of other more costly alternatives. Once a 

detector is activated, images from the site can 

be captured and transmitted to an RVRC 

(Remote Video Response Centre) allowing for 

the fastest possible reaction to an incident. The 

addition of audio facilities onsite allows for 

potential intruders to be deterred or warned off 

before an incident develops, this has often 

proven to be the case, and is now a mandatory 

requirement under the ACPO security systems 

policy 2004. Providing all of the requirements of 

BS8418 and the ACPO policy are met, a URN 

(unique reference number) will be issued by the 

Police and can attract a priority response to 

incidents from emergency services.

Following months of in-house design and computer 

simulations, the new ATTB-80 was successfully 

tested by MIRA independent Crash 

Laboratories in January 2005. 

The test was conducted to prove the arresting 

capability of a Frontier Pitts ATTB-80 

Roadblocker when impacted with a 6810kg 

(15,000lb) test vehicle at a speed of 50mph 

(80km/hour). 

Frontier Pitts was confident in selecting the 

toughest test for the most difficult standard to 

achieve. K12 testing denotes that the vehicle 

measures.

manufactured a 3-bolt multi-point 

locking door, which has yet to be 

beaten! 

The unique security door developed

The ATTB-80s hydraulic mechanism continued to 

raise and lower the blocker as normal following 

impact. This impressive test result has proved

but also the reliability and fortitude of the 

design. 

Further tests are planned in order to test this 

equipment to destruction, using a similar vehicle 

of at least 7.5 tonnes travelling at a speed 

of 135km/hour. The existing crash-rated 

hydraulic bollards will also be tested to the DOS 

standards.

available in widths of up to 8000mm and a lifted

In many facilities, despite significant investment 

in physical security, tracking of visitors 

is still a manual process. The registration visitors 

in a paper logbook and issuing nondescript 

VISITOR tags is often the cause of 

lobby inefficiencies and is a source security 

exposures. The visitor logbook is often inaccurate 

and incomplete. It does not consistently 

include the host’s name, location, or sign 

out time and therefore cannot be reliably 

used in cases of emergencies and forensic 

investigations. The problem drastically compounded 

for facilities with multiple entrances

installed Bewator security equipment to monitor 

operations. 

Laurens Patisseries Limited, based 

in Newark, Nottinghamshire, produces 

chilled cream cakes for

supermarkets. With a 100,000 

square foot site, Laurens required

Laurens Patisseries appointed 

Oxford-based Chris Lewis Security 

to specify and install a system for them. The 

security company’s MD Chris Lewis says: 

“Because of the size of the site and the complexity 

of the job, we needed to install 45 analogue 

CCTV cameras across the perimeter 

fence, loading bays, car parks, production lines 

and offices to give us the total coverage our 

client wanted. 

“While such a comprehensive system will provide 

a highly detailed picture of movements 

into and out of the premises, it also poses its 

own problem: monitoring.”

business performance. “Continuous commissioning 

is good for you, your colleagues and your 

bank balance because it’s harder to do business 

in a bad building. People who like their immediate 

environments are happier and more effective. 

Also, the capital costs of construction are 

very small compared to the cumulative costs of 

energy, operation and personnel.”

Management achieves

satisfaction rating 

Pickfords Records Management, a member of 

the SIRVA Group of Companies, has announced 

the results for its 2005 Customer Satisfaction 

Survey. 

The survey, which was carried out by The 

Leadership Factor an independent market 

research agency based in Yorkshire, involved a 

sample of customers from across the UK and 

Republic of Ireland. The overall Satisfaction 

Score for Pickfords Records Management was 

83.9% (+/- 2.0 accuracy). This represents a 

0.5% increase on their 2004 result of 83.4%. 

“I am delighted with our results,” said Mr Frank 

Hopping - Managing Director of SIRVA Business 

Europe, “the increase was in line with our predictions 

and the recommendations on The 

Leadership Factor. We are obviously operating 

at the top end of the satisfaction ratings and 

large increases are not realistic, we are very

companies - based on independent research and

OCS extends contract 

OCS Resolution Security has extended its contract 

with Rotherham General Hospital NHS 

Trust, in an agreement to provide security and 

car park management solutions to the site. 

For the past two years OCS has been working at 

Rotherham as part of a progressive partnership 

focusing on change and meeting objectives to 

provide a secure and safe environment for staff, 

patients and visitors. The good work by the OCS 

team has led to the agreement of a long-term 

contract through to 2011. 

OCS is working with the Trust to offer alternative 

solutions to its on-site car parking issues, 

including the provision of barriers, advice on 

pay-by-foot and revenue collection. In addition, 

the company is providing a full portfolio of security 

systems, including CCTV, access control and 

communication. 

OCS chief executive, Chris Cracknell, said: “I am 

extremely pleased to see that this diverse security 

contract has been extended, especially as 

we have built an excellent working relationship 

with the Trust over the past two years.

PHS survey reveals good organisers and 

communicators amongst FMs managing office moves 

Office moves are complex projects to manage, 

involving tight schedules, staff liaison and 

supplier control, to name but a few of their 

myriad components. And yet the results of 

the 9th PHS Quarterly Facilities Management 

Survey show that the majority of FMs (68%) 

manage their moves with no documented process 

to guide them, and 71% are given less 

than 3 months notice to plan and prepare. 

Despite such drawbacks, more than half the 

surveyed FMs completed their last moves 

quickly - in less than 20 man-days. How? 

PHS’s sample revealed that the key to smooth, 

successful moves - even with short notice - 

lies in a combination of meticulous planning 

and organisation (39% of responses) and 

excellent communication (36% of responses). 

The Survey - which conducted telephone interviews 

with 200 facilities professionals in August 

2005 - extracted ‘top tips’ for optimising the 

moves process and minimising disruption, 

including the following: 

Plan ahead, test your plan (have a dummy run) 

and keep to your time schedule - don’t overrun 

Partner with major suppliers, like removal companies, 

early on, so the work is done to your 

time-schedule, not theirs. 

Consult with affected departments and other 

interested parties in advance, involve everyone 

up front as early as possible. 

Issue a ‘move guideline’ to all staff affected. 

Establish a ‘user group’ and nominate ‘move 

champions’ in every department (pick positive 

people who are good communicators). Delegate 

to them - don’t try to do everything yourself. 

Send out a weekly bulletin and have regular 

team meetings to keep everyone up to date - as 

long as everyone’s aware, the move should run 

smoothly. Shed as much furniture and equipment 

as possible beforehand. Label everything.

followed by occupants of the

(60%), operations (41%), property 

(34%) and finance (32%). 

Removal companies topped the 

list of external suppliers used in 

the last move (52% of respondents), 

followed by builders, refitters 

and decorators (50%) and cratehire, 

box and stationery companies 

(35%). A hefty 20% of FMs said they 

hadn’t used any external suppliers at all, 

although this could reflect the fact that two 

thirds of respondents’ recent moves were the 

‘simpler’ internal ones. 

Interestingly, aspects of move management considered 

most arduous and time consuming 

include the very necessary planning (59% of 

respondents) and staff liaison (31%)! 

Finally, there appeared to be a distinct difference 

between the responses of FMs working in 

the public and private sectors. Public sector

sector) and they also appear more collaborative 

over the process (just 6% of them organised 

their last move without consulting 

any other departments, compared to 

17% of private sector FMs; and just 

10% of public sector FMs had involved 

no external suppliers, compared to 

29%of private sector FMs). Perhaps 

because of this less isolated 

approach, however, public sector 

FMs also take more time to complete 

the moves process (45% 

completed their last move in 

under 20 man-days, compared 

to 60% of private sector 

FMs).

2005 Construction 

Manager of the Year 

This year’s Construction Manager 

of the Year Award has been won 

by Sir Robert McAlpine construction 

manager John Roper. He won 

the Award for his outstanding 

work leading the team who bid 

for and built the Paul O’Gorman 

building for the Northern Institute 

of Cancer Research at Newcastle 

University. 

The design and quality of construction 

of this landmark building has 

played a major part in creating 

world-class facilities for cancer 

drug discovery and application, 

designed to attract research scientists 

from around the world. The 

new state-of-the-art laboratory 

houses contemporary bioscience 

equipment and provides facilities 

for 150 staff, promoting multi-disciplinary, 

integrated research. 

The award was presented at a gala 

dinner at London’s Grosvenor 

House Hotel on Tuesday 25th 

October. According to the judges 

he “demonstrated an excellent 

understanding of how the project 

could be successfully delivered 

within a challenging, live, inner 

city environment”.

new buildings to enhance and complement the existing hospital. A 

threestorey block has been linked to the first floor via a corridor to the 

main hospital complex and provides patient accommodation for

is a predominantly single storey block, which is being utilised for elderly 

rehabilitation; whilst a third building houses a new two-storey education 

unit.

Keston Combis perfect for 

new housing development 

Keston Boilers Limited is delighted to 

announce the scheduled installation of 

its C36 Combi boilers into a new housing 

development at the Nicholas King 

site in Guildford. This project further 

reinforces the success of the range

gas boilers will be operational in September, with the entire job due

prison population of 2,500 and employs
