3.5.4. Leadership and managementThe <strong>Pathfinders</strong> represented a wide range <strong>of</strong> practice in <strong>the</strong> way <strong>the</strong>y were managedfinancially. At one end <strong>of</strong> <strong>the</strong> spectrum, local authorities used <strong>the</strong> funding to make newappointments at advisor or advisory teacher level specifically to implement <strong>the</strong> local policy <strong>of</strong>introducing or extending primary languages. In some cases, Pathfinder project developmentwas impeded or, worse, delayed for up to as much as six months by <strong>the</strong> arrangementsnecessary for such appointments. Fortunately, in at least one case, <strong>the</strong>se newappointments, originally temporary, had been made permanent or had <strong>the</strong>ir fractional parttimecontract increased. In <strong>the</strong>se cases, <strong>the</strong>refore, <strong>the</strong> chances <strong>of</strong> sustaining developmentshave been increased, although by local authority ra<strong>the</strong>r than DfES Pathfinder funds.At <strong>the</strong> o<strong>the</strong>r end <strong>of</strong> <strong>the</strong> spectrum, funding was channelled directly to one or more Secondary<strong>Language</strong> Colleges who <strong>the</strong>n used <strong>the</strong> money to increase <strong>the</strong>ir outreach work. Where thisapplied, <strong>the</strong> authority’s role was restricted to a relatively light touch monitoring <strong>of</strong> financialprocesses ra<strong>the</strong>r than detailed accountability over educational targets.Of course <strong>the</strong>re were several o<strong>the</strong>r examples among <strong>the</strong> local authorities where financeswere split between local authority directed activities and those supported by direct funding toschools. To decide which <strong>of</strong> <strong>the</strong>se approaches <strong>of</strong>fer <strong>the</strong> best chance <strong>of</strong> sustaining provision(or increasing provision) is not really possible, since so many o<strong>the</strong>r factors come to play.However, it is possible to point out some <strong>of</strong> <strong>the</strong> advantages and disadvantages <strong>of</strong> <strong>the</strong>se ando<strong>the</strong>r means <strong>of</strong> managing <strong>the</strong> project, at least in financial terms.The appointment <strong>of</strong> specialists to local authority advisory teams has <strong>the</strong> advantage <strong>of</strong>identifying clear points <strong>of</strong> contact for all <strong>the</strong> people associated with <strong>the</strong> new or extendedactivity. Provided that primary languages is <strong>the</strong> sole or main activity <strong>of</strong> <strong>the</strong> person, it meansthat <strong>the</strong>re is oversight <strong>of</strong> key aspects such as training, dissemination <strong>of</strong> good practice,production <strong>of</strong> schemes <strong>of</strong> work and resources and monitoring <strong>of</strong> what actually goes on in <strong>the</strong>schools. As one local authority interviewee put it:‘This local authority is not faced with headteachers and teachers asking “How shall we fitprimary languages in?” The scheme is so well established now that <strong>the</strong> local authority isbeyond that stage. The experience is replicable because <strong>the</strong> structures are <strong>the</strong>re, even if<strong>the</strong> context is different.’ (LA co-ordinator)A strong local authority team also means mobility between schools, something not achievedto <strong>the</strong> same extent by co-ordinators based in a secondary school or, for example, anadvanced skills teacher (AST) tied to a time-table in one or just a small number <strong>of</strong> primaries.104
