In one Pathfinder one school cluster had decided not to trial <strong>the</strong> <strong>Language</strong>s Ladder as threeout <strong>of</strong> <strong>the</strong> four schools had significant staffing changes.Some <strong>Pathfinders</strong> were using <strong>the</strong> European <strong>Language</strong>s Portfolio (ELP); in one Pathfinderthis has been tailored to fit <strong>the</strong> multilingual delivery model. In one Pathfinder <strong>the</strong> European<strong>Language</strong>s Portfolio was being used in only one <strong>of</strong> <strong>the</strong> five case study schools: pupilsexplained that once or twice <strong>the</strong>y had to fill out speech bubbles in <strong>the</strong> ELP, which <strong>the</strong>ysometimes used during silent reading to talk to <strong>the</strong> person next to <strong>the</strong>m.One local authority was a participant in <strong>the</strong> pilot <strong>of</strong> <strong>the</strong> primary version <strong>of</strong> <strong>the</strong> European<strong>Language</strong>s Portfolio and was committed to encouraging its use in schools with KS2 pupils.One <strong>of</strong> <strong>the</strong> newly appointed primary language consultants has been given <strong>the</strong> remit topromote <strong>the</strong> ELP. The main summative assessment tool within this Pathfinder localauthority was a tiered language award with criteria. Pupils can achieve this award whilst<strong>the</strong>y are still at primary school and may also have <strong>the</strong> opportunity to continue fur<strong>the</strong>r when<strong>the</strong>y move on to secondary school. When <strong>the</strong> award was initially piloted, this was used inYear 6, but <strong>the</strong> award has now been written into <strong>the</strong> new Year 4 scheme <strong>of</strong> work for <strong>the</strong> localauthority. According to <strong>the</strong> Pathfinder bid, a measurement <strong>of</strong> success was that all schoolswith KS2 pupils should be participating in this award scheme by 2005/06, with pupils inYears 5 and 6 being encouraged to work towards a higher tier than those in Years 3 and 4.All secondary schools will also participate, enabling pupils to achieve <strong>the</strong> appropriate awardsin <strong>the</strong>ir chosen languages. As forms <strong>of</strong> summative assessment, this language award and<strong>the</strong> European <strong>Language</strong>s Portfolio are in increasing use but progress is slower than planned.3.3.6. Formative and summative assessment for progressionAssessment is a crucial tool in helping to achieve progression, by using assessmentinformation in <strong>the</strong> planning <strong>of</strong> pupils’ learning, by measuring pupils’ learning and by providingfeedback to show pupils how <strong>the</strong>y can improve. Generally assessment was underdevelopedin many <strong>Pathfinders</strong>.In some <strong>Pathfinders</strong> objectives were clear and assessment was built into <strong>the</strong> scheme <strong>of</strong>work with targets for Year 6 or suggestions for an end-<strong>of</strong>-unit activity as a useful opportunityfor <strong>the</strong> assessment <strong>of</strong> pupils’ progress.‘The majority are working at Level 3. They are very focused on what pupils need to do toreach <strong>the</strong> levels and share it with <strong>the</strong> pupils’ (headteacher).80
