A landfill is simply adisposal site for various types of waste,which may be discarded into or onto theland. In the past, landfills were sited forconvenience, and did not utilize anymeasures to control leachate, which is theliquid formed when water infiltrates intothe waste and draws out chemicals,metals, and other materials. Withoutproper and now federally mandatedmeasures, leachate can easily infiltrate andcontaminate groundwater sources.Federal regulations for municipalsolid waste landfills (MSWLFs) mandatedby U.S. EPA falls under Subtitle D (Part258) of RCRA, which was last revised in1991. The eight main components of theregulations are listed below (U.S. EPA,2006b):• Location restrictions—ensure that landfills are built in suitable geological areas away fromfaults, wetlands, flood plains, or other restricted areas.• Composite liners requirements—include a flexible membrane (geomembrane) overlaying twofeet of compacted clay soil lining the bottom and sides of the landfill; protect groundwater andthe underlying soil from leachate releases.• Leachate collection and removal systems—sit on top of the composite liner and removesleachate from the landfill for treatment and disposal.• Operating practices—include compacting and covering waste frequently with several inches ofsoil helps reduce odor; control litter, insects, and rodents; and protect public health.• Groundwater monitoring requirements—requires testing groundwater wells to determinewhether waste materials have escaped from the landfill.2-18
