Part two: Continued.Engendering justice: roadmap for future reform➤The Criminal JusticeSystem will providefemale victims withsupport, safety andjustice.The Commission has a vision of a criminaljustice system which is accountable to theneeds of victims with performance measured,not just by conviction rates, but also by thesupport, safety and satisfaction experienced byvictims. Effective and frequent communicationwill be maintained by the police and the CPSwith female victims and the court system willrespond to the needs of female victims andwitnesses with the consistent provision ofspecial measures and court listings which takeinto account caring responsibilities. Victims willhave confidence in the system to meet theirneeds and support services will be closelylinked with the justice system to provideinformation and support throughout the justiceprocess. Support services will be available forall women, including those who choose not toreport to the police or pursue legal processes.We will have worked towards societalawareness as to the myths and stereotypessurrounding violence against women and publicawareness campaigns will have resulted in asociety which no longer condones violenceagainst women. Education on consent,respect and violence against women will bea compulsory requirement within the schoolcurriculum. There will be recognition of violenceagainst women as a cause and consequence ofinequality and the Government will be activelyworking towards the prevention and eliminationof all violence against women.Page 82
Institutional change needed:➤ A cross-government integrated and strategic approachto ending VAW.➤ Recognition within every Government department ofVAW as a manifestation of gender inequality and aconsideration of the impact of policies on VAW.➤ Introduction of a national public awareness-raisingcampaign to target myths and stereotypes surroundingVAW.➤ Training of all frontline police staff and prosecutors onthe myths and stereotypes surrounding VAW and thepotential effects of trauma on a victim.➤ Implementation of an annual monitoring system whichmeasures the support, safety and satisfaction ofvictims.➤ The introduction of a national indicator on VAW, acrossthe criminal justice system, following the CPS model,with performance independently monitored.➤ Active referral of women to appropriate supportservices by the police and CPS.➤ Access to an independent adviser to provide supportand attend court with all female victims.➤ Effective and frequent communication maintained bythe police and the CPS with female victims and specialmeasures publicised and used consistently.➤ Training for solicitors, barristers and Judges on themyths surrounding VAW and the likely trauma victimsmay face during the trial.➤ Instruction to juries in relation to the potential effects oftrauma and the inaccuracy of myths and stereotypessurrounding rape and other forms of VAW.➤ A Government commitment to long term funding forVAW service provision, including services for BMEwomen.“That a woman does not deserve whatshe gets, by how she dresses, acts or drinkswhen out or at home. ”Female victimPage 83
