Part two: Continued.Engendering justice: roadmap for future reformInternational good practice example - India’s women-only police stationsIn 1992, India’s first female chief minister implementedthe first all-women police station to facilitate thereporting of violence against women. This pilot wassuccessful and there are now all-women police stationsin 14 States across the country.The female staff in these police stations have beentrained to field complaints ranging from sexual assaultand violence through to neglect and dowry harassment.The effect has been to mitigate the fear of the socialstigma of confessing one’s family/marital problems toa male stranger. These stations have also created aspace where victims are comfortable to come forwardand report crime. This scheme has also encouragedother women to apply to become police officers and thenumber of women police officers has increased, as aresult, over the last 10 years.In addition to this initiative, India has also introducedcrimes against women cells, which are attached topolice stations.“A fair trial, and put everything on thetable for both sides. ➤ The Criminal JusticeSystem will beresponsive to the needsof female offendersand their families.“Respect. Take us seriously andunderstand the trauma that wehave been through. ”Female victimThe Commission has a vision of a criminaljustice system which recognises that equalitydoes not require that women offenders shouldbe treated the same as male offenders butrather that women offenders should be treatedappropriately according to need. There will berespect for the rights of women in custody,including their dignity, privacy and accessto legal advice. Women with mental healthproblems will be diverted from the criminaljustice system into health and social care attheir initial stage of contact with the justicesystem. Non-violent female offenders will not begiven custodial sentences but will be divertedtowards services in the community to addressthe causes of their offending behaviour, andto ensure they can continue to parent theirchildren.Sentencers, and the wider community, will haveconfidence in the community alternatives tocustody in their local area. The current femaleprison estate will be phased out and replacedwith small custodial units, designed specificallyfor the needs of female offenders and theirfamilies, in each county area. These smallcustodial units will operate alongside a networkof gender specific community provision.Page 87
