However, as mentioned above, reportingunder the UN Register is lim<strong>it</strong>ed to eight broad categories of weapons; as a result <strong>it</strong>does not allow for comprehensive assessment of states international arms transferpolicies in practice. In <strong>it</strong>s current form, therefore, the UN Register would not satisfythe requirement for full transparency and accountabil<strong>it</strong>y under an ATT. Indeed, afundamental principle underpinning the development and implementation of anATT should be that as much information as possible is released into the publicdomain. At a minimum this should include full details provided by states in theirnational annual reports w<strong>it</strong>h regard to international arms transfers, steps taken toimplement an ATT at national level, and assistance given and received for the purposesof implementing an ATT.ConclusionDiscussion of options for ensuring public transparency in the implementation of anATT should include the following considerations:■ An ATT should serve the purposes of public transparency in the international armstrade so as to build wider confidence in the effective implementation of the regime.■ States should not use arguments relating to national secur<strong>it</strong>y and commercialconfidential<strong>it</strong>y in order to block transparency provisions under an ATT. Such concernsrelate primarily to the potential policies and activ<strong>it</strong>ies of other states and in reportingretrospectively on their international arms transfers under an ATT these concernsought to be overcome.■ The publication of information as currently takes place under the UN Register isinadequate for an ATT; this level of disclosure will be insufficient to demonstrate thatan ATT is being implemented fully.
