SECTION IGENERAL1. Purpose. These regulations govern the use,preparation, issue, accountability, and dispositionof identification cards, tags, and badges issuedin connection with the official business of the Departmentof the Army, including security identificationcards and badges used in controlling thesecurity of Army installations and activities. Theissue of any identification cards and badges not authorizedherein is prohibited without the prior approvalof <strong>Headquarters</strong>, Department of the Army.2. Reproduction. Reproduction in any mannerof any of the DD or DA forms listed is prohibited.3. Definitions, a. Dependent. The term "dependent"is considered to be as defined in theregulations applicable to the privilege or facilityauthorized, except that the definition of "dependent"contained in AR 40-121 is considered to beapplicable to medical care furnished under AR40-3.AR 606-5&. Protected personnel. Protected personnelare defined as—(1) Medical personnel exclusively engagedin the search for, or the collection, transport,or treatment of the wounded or sick,or in the prevention of disease, and staffsexclusively engaged in the administrationof medical units and establishments,as well as chaplains attached to theArmed Forces.(2) The staffs of National Red Cross Societiesand those of other voluntary aidsocieties, duly recognized and authorizedby their governments, who may be employedon the same duties as the personnelin (1) above, are placed on the samefooting as such personnel, provided thatthe staffs of such societies are subject tomilitary laws and regtdations.(3) The religious, medical, and hospital personnelof hospital ships and their crews.(4) The religious, medical, and hospital personnelassigned to the medical or spiritualcare of members of the Armed Forcesand other persons who are at sea and whoare wounded, sick, or shipwrecked (includingforced landings at sea or fromaircraft).-'''••4. DD Form 2A (green) (IdentificationCard), issued to military personnel onactive duty, including members of the ReserveComponents ordered to active duty for a periodof more than 30 day s (sec. DD Form 2A (Res) (red) (IdentificationNUard), issued to members of the Reserve Com-Ijponents not on extended active duty, and to per-.Jsons transferred to the Retired Reserve or placedon the Officer's Honorary Retired List, who applytherefor (sec. IV).c. DD Form 2A (Ret) (gray) (IdentificationCard) issued to retired Army personnel who areentitled to receive retired pay (sec. V).d. DD Form 1173 (Uniformed <strong>Services</strong> Identificationand Privilege Card), issued to dependents,totally disabled veterans, foreign militarypersonnel, and certain civilians who are eligiblefor medical care in civilian and/or military facilitiesand other privileges on military installationsand activities (sec. VT).e. DA Form 1602 (Civilian IdentificationCard), issued to civilian employees of the Departmentof the Army and other civilians whoregularly require official identification, either inthe continental United States or overseas (sec.VII)./, DD Form 528 (Geneva Conventions IdentificationCard), issued to appropriate military per-:sonnel of the Army on active duty who are liableto become prisoners of war, or as otherwise directedby the <strong>Headquarters</strong>, Department of theArmy (sec. VIII).g. DD Form 489 (Noncombatants Certificatesof Identity), issued at the discretion of overseacommanders or as directed by the Department ofthe Army to civilian noncombatants and civilianprotected personnel who are liable to becomeprisoners of war (sec. IX).h. DA Form 1095 (Accident Investigator'sIdentification Card) issued by heads of <strong>Headquarters</strong>,Department of the Army staff agenciesand major commanders to military arid civilianheadquarters safety directors, safety engineers,and other key safety personnel (sec. Mailing, a. Shipment of partially processedidentification cards will be by certified mail.- 6. This section prescribes general proceduresfor processing identification cards. Specialprocedures which are not generally applicableto all cards are set forth in the appropriate sections.. .8. State adjutants general (DDForm2A (Res)(red)), for Army National Guard of the UnitedStates personnel not on active duty, and (DDForm 1173 (Uniformed <strong>Services</strong> Identificationand Privilege Card)) for dependents of ArmyNational Guard of the United States personnel,performing full-time duty training for periods inexcess of 30 days, in accordance with regulationsprescribed by the Chief, National Guard Bureau.Any card issued to a dependent prior to the entryof the military member on active duty for trainingin excess of 30 days, or oh extended active duty,will be retained by the appropriate Army Na-rtional Guard official as prescribed by the Chief,National Guard Bureau, until time of such entryc/laminating equipment and materials for plasticcoating of'a ll identification cards described inthese Regulations except for special plastics requiredfosr identification cards and badges describedin sebtion-XI. Identification photographywill be provided by photographic laboratories andphotographic agencies authorized by the ChiefSignal Officer and BjrTOE units authorized identificationequipment/^ Because of a shortagethroughout the Army, pnotographic and laminatingequipment on hand win be utilized to themaximum extent possible. Issue. Specific information pertaining to^' isanie of identification cards is set forth in theappropriate sections dealing with the various typesof identification cards. However, internationalagreements pertaining to documentation requirementsfoAland route travel to Berlin (highwayand rail] make it mandatory .that personnel andtheir dependents so traveling be in possession ofidentifications documents reflecting data which iscorrect and current in every respect, including thegrade of the individuals concerned. This agreementapplies only to personnel and their dependentsassigned to Wits in Berlin; it does not applyto personnel assigned elsewhere in USAREUR.Consequently, notwithstanding any limitationscontained elsewhere* in these regulations, in thecase of personnel and/or dependents whose ^finaldestination is Berlin, anew identification card willbe issued if the card currently held is not correct inevery respect.
