Such security cards and badges willbe issued to designated personnel before movementinto, within, arid out of specified installations, activities;,or restricted areas can >be affected.68. -Definitions, a. Restricted area. See AR•380-20. '••• "• '. b. Identification badge. For the purpose ofthese regulations, an identification badge as referredto herein may be- 1 -'(1) A laminated or embossed identificationbadge with attachments which permit itto be fastened to the clothing or suspended:; from the neck. '(2) A metal photographic identification. .badge.. 69. Responsibilities, a. The decision as to theneed for, and use of security identification cardsor badges, their withdrawal, or their, reissue restswith the commanders of major commands and/orheads of Army staff agencies. . ..-. ., - : -.b. Commanders of major commands and headsof Army staff agencies are responsible for theprocurement (except for DDor DA jforms), preparation,issue, and use of completed identificationcards and badges and for enforcing their policyon the use of such cards and badges as a securitymeasure. Such, responsibility may be delegated toinstallation commanders where appropriate.c. Commanders of major commands and headsof Army staff agencies are responsible for necessarybudgeting and funding for security identificationcards (except for DD and DA forms) andbadges. Such responsibility may be delegated toinstallation commanders where appropriate.d. Commanders of major commands and headsof Army staff agencies may design the format ofthe security identification card or badge to be employedat their installation and activities, providedthat such format meets the specificationsas outlined in paragraph 70. : In the case of metalphotographic identification badges, commandersof major commands and heads of Army staff agencieswill determine the size, color,'shape, and designwithin the criteria established in paragraph.70.e. Photographic services required in preparationof security identification cards and badgeswill ,be provided by existing photographic laboratoriesarid agencies. Where laboratory facilities• are! not available, photographic services will beprocured locally.170. Specifications, a. Security identificationcards arid badges will be of a type or design andconstruction which will assure an acceptable degreeof tamper resistance and which will meet orexceed the specifications listed herein.(1) Security identification cards. Laminatedor embossed identification cfirdsare considered to meet these' specifica-'""•' tions when they incorporate the follow-'••ing features:(a) Contain an intricate background design,difficult to reproduce by normalphotocopying.(b)- Contain an ink or dye on some part ofthe card which is noticeably affected by• erasure or the heat required to alter orrelaminate the card or badge.(c) Identify as to installation or activity.(d) Contain a recent clear photograph ofthe bearer, the size to be not less than 1inch wide fraction arid 1% 6 inch inheight. (If military personnel, indicatename and service number at thebottom of the picture. If civilian personnel,indicate name and category, i.e.-employee, contractor, vendor, etc. at the(e)bottom-of the picture.) Where bothcards and badges are employed, thephotograph should be made from thesame negative. New photographs willbe taken whenever necessary to reflectsignificant physical changes iri facialappearance.iclude name and signature of the personto whom issued, date of -birth,heiffht, weight, color of hair and eyes,t and left index fingerprint,and such other description as individuallyappropriate.(f) Include the name, grade, title, and signatureof validating official and individualcard identification number.(g) Indicate effective dates of the identificationcard.24 TAGO 67 8A
