AR 606-547. Scope. This section provides for the issueof DA Form 1602. This standard identificationcard is designed for identifying civilian employeesof the Department of the Army and other civilianswho regularly require official identification in connectionwith the business of the Department of theArmy, both in the continental United States andSECTION VIICIVILIAN IDENTIFICATION(DA Form 1602 (Civilian Identification Card))overseas. DD Form 1173 (sec. VI) will be used'for issue to civilians who require privilege identification,except that DA Form 1602 will continueto be issued to civilians other than dependents ofmilitary personnel traveling overseas.48. Responsibilities. Commanders of majorcommands and heads of Army staff agencies areresponsible for determination of the need for anduse of DA Form 1602. Authority to determineneed may be delegated. DA Form 1602 may beused solely for identification or, additionally, asan installation or building pass.49. To whom issued. DA Form 1602 may beissued to —a. Civilians employed by the Department of theArmy, including those paid from nonappropriatedfunds.b. Civilian industrial contractors' employeesworking on projects and contracts for the Departmentof the Army.c. Civilians employed by other than Governmentagencies' who must establish their identity asone of the requirements for entry into installations,facilities, or activities.d. Dependents of civilian employees overseas.This credential is not authorized for issue to childrenunder 16 years of age under any condition orto children of any age dependent upon the sponsorfor over one-half of their support but in the legalcustody of another person.e. Red Cross personnel serving with the ArmedForces of the United States./. Other civilians for whom there is a need foridentification as determined by the issuing authority.Form 1602 will not be issued to civilianmarine^^ersonnel engaged for duty on Army vessels.DA Form 55-261 (Civilian Marine Personnel—TransportationCorps—Identification Card)will continue to be issued to this category of personnelas prescribed by Marine Personnel RegulationsTCP 80-4-1.581, When issued. Except for personnel travel-_^& ~ ,^rseas, time of issue is discretionary with./the issuing authority. Personnel traveling overseason Department of the Army orders will beissued DA FWm 1602 during processing for overseamovement.51. Application. Application will be made onDA Form 428 (one copy).52. Preparation. The following special instructionsare applicable:a. Installation. The office of employment, command,or installation of issue will be entered. Forpersonnel being assigned to an oversea command,enter the oversea command concerned.b. Status.(1) For civilian employees of the Departmentof the Army, the term "Civilian Employee"normally will be entered. Theoffice or agency of employment also maybe shown at the discretion of the issuingauthority. (Examples: "Civilian Employee,Fifth Army," "Civilian Employee,The Engineer Center," "CivilianEmployee, U.S. Army, Europe.") Forsuch employees as those performing inspectionsin connection with work onArmy contracts, a term may be usedwhich is descriptive of the special duties- performed. (Examples: "Food Inspector,""Building Inspector.")(2) For civilian employees of other Governmentagencies, enter the term "CivilianEmployee" and the name of the agencyor office of employment.(3) For industrial or contractors' personnel,enter "Manufacturers' Representative,""Consultant," or the appropriate termand name of employer. Electric Co.," "Consultant, Johns HopkinsUniversity.")(4) For employees of welfare and recreationalagencies, enter the title of the individual'sjob and the name of the agency.(Examples:, "Assistant Field Director,American National Red Cross," "Hostess,United Service Organizations.")(5) For dependents, enter "Dependent of"followed by information identifying theprincipal, as outlined in (1) through (4)above.c. Expiration date. When issued to civilianemployees of the Department of the Army or theirdependents on a permanent or semipermanentbasis, the word "Indefinite" may be entered at thediscretion of the issuing authority. An appropriateexpiration date of not more than 4 yearsfrom the date of issue will be entered in all othercases.d. Unit, section, branch, or activity. Make appropriateentry when DA Form 1602 is being preparedfor use as a building pass. When DA Form.1602 is intended for other purposes, enter "notapplicable."53. Surrender. DA Form 1602 will be surrenderedupon expiration, termination of eligibility,or for persons overseas, to the oversea commanderupon return of holder to the United Statesunless the oversea commander determines thatthere is a further need for the card in connectionwith official duty. Any person who returns to theUnited States under orders which provide for returnto the oversea area following leave or , visitin the United States will be permitted to retainDA Form 1602.SECTION VIIIMILITARY IDENTIFICATION(DD Form 528 (Geneva Conventions Identification Card))54. Scope. This section provides for the issueof DD Form 528 to members of the Army on activeduty, including protected personnel, as required bythe Geneva Conventions of 1949. Chaplains in theArmy and officers, warrant officers, and enlistedmembers of the Army Medical Service within thecategories listed in paragraph 3 are protected personnel.Under pertinent articles of these Conventions,identification cards issued to individualsin or proceeding to specified oversea areas must beissued in duplicate. DD Form 2A (green) issuedto all personnel on active duty with the Armyserves as the first or original certificate of identificationfor Geneva Conventions purposes and willbe retained on the person of the individual at alltimes. DD Form 528 will be issued as the secondor duplicate copy which may be surrendered to thecapturing authorities.
