Replacement issue is authorized only as follows:(1) To replace an expired identification card.(2) To replace a lost or mutilated card or tocorrect an error.(3) Upon change of identification data, exceptfor change of grade or changes inweight due to normal gains or losses.c. A new card will not be issued solely becauseof transfer between the Army Reserve and theArmy National Guard of the United States.d^SDD Form 2A (Res) will not be issued at\transfersstations, transfer points, or any activity\J separatingVmdividuals from active duty.29. Issue, a. Determination of categories ofreservists, to be issued DD Form 2A (Res) isdiscretionary with the, responsible CommandingGeneral, U.S. Army Corps, except that eachI otherwise eligible reservist who applies there-^ each otherwise eligible reservist who applies therepffor will also • be issued the card. In the case of an applicant who cannot reportin person to a place of issue, a partially processedcard will be forwarded to the applicant bycertified mail. In-no case will a blank card be soforwarded. In such cases, issuing authorities willcomplete all entries except photograph, fingerprints,expiration date, and signatures of applicantand issuing officer before the card is mailed tothe recipient. Instructions will be included withthe card advising the applicant regarding enteringof his signature in the proper block and obtainingfingerprints and an appropriate photograph. Anyavailable facilities in the local community may beutilized to record fingerprints on the card. Theapplicant may secure a photograph without costat most military installations or he may secure aphotograph at his own expense. Photographs securedat personal expense must meet the requirementsset forth in paragraph 11. Upon return tothe issuing authority, expiration date, photograph,and issuing officer's signature will be added to thecard, and lamination accomplished.\ e.
