A meeting was arranged for submission of TheCharter of Demands – 2012 to Shri N.C.R.C. Prasad, Chairman, GIPSA on 1 stOct'2012 at Kolkata by CONFED. The copy of the Charter -2012 submitted isenclosed herewith.The Meeting took place at 4PM at Board Room of National H.O. The followingwere present1. Mr. Vivek Saxena Sec. Gen. Confed, & Gen. Mr. Manas sarkar & M.K.mallick (National) representatives from theofficers under NPS.,Shri Prasad was welcomed by the undersigned on behalf of CONFED for takingover GIPSA as Chairman. He was requested to consider this meeting as the 1 stMeeting for Wage Revision process. We requested him to expedite theprocess of Charter submission so as to conclude by next year end. Weexpressed our views on the delay and reiterated that our Industry is notreaping the benefit of wage revision as the same is done almost after threeyears every time by that time the motivation of the work force is not used bythe Companies to the benefit of the Companies. The delay and unnecessaryhaggling leads to wastage of time & energy of the Industry can be avoided byearly settlement of the wage revision. The Issues were discussed in detailwith Shri Prasad. Having completed the discussion on Charter we took the opportunity to discuss the followingpertinent points which are grossly important to the Officer's community and employees as a whole.1. Recognition to Check off qualified Associations – we reiterated our demand of recognition to Associationsto have a bipartite settlement of the issues and to have the participative Management in our Industry.2. On the issue of Check off 2012 Shri Prasad mentioned that it has been delayed due to delay in PromotionExercise 2012 and shall be taken up immediately after the completion of Promotion Exercise.3. We requested Shri Prasad to start Structured Meeting at least twice a year to discuss various issues withthe Check off qualified Association with GIPSA so that the Industry issues are resolved in a timely &scheduled manner.4. We also requested him to strengthen GIPSA so that multitasking could be done at GIPSA as right nowGIPSA is able to handle only one issue in one go and other issues are kept pending.5. The Issue of Another Option for Pension was again taken up and Mr. Prasad informed that the ActuarialValuation is awaited from one of the Companies and the same is to be reworked by New India in therevised format. Once the same is done matter will be taken further.6. The NPS issue was taken up with Mr. Prasad nad was explained to him in detail and asked him to take upthe issue with Ministry for getting the date of effective changed from retrospectively to prospectively atpar with LIC & Banks. He assured to look into the matter for its resolution.7. The Pending issues such as Revision of Residential Lease amount and the Hotel Staying charges wererequested to be cleared at the earliest. Mr. Prasad took note of the same.8. The issue of TMP was also discussed with Shri Prasad. He said since a committee is already appointed tolook into the same ,he is waiting for the report. He also said that he wants constructive suggestion on thesubject and didn’t want to go in for cosmetic changes in the system and wants to have a comprehensivelook on the same which can take care of today's need and may prove effective for the next 10 years tocome.9. The issue of appointment of an Ex-Branch Manager of OICL as Chief operating Officer of Common InhouseTPA (CITPA) was raised and our resentment was shown on the issue. We requested to inviteapplications from the Scale VI & VII officers from within the Industry and to make use of the Consultantappointed for the technical matters instead of appointing a person without any advertisement that toofrom outside. Although he explained that this is purely a temporary arrangement and shall be followed bya proper procedure. We insisted to have the complete Management & staff of CITPA from with in theIndustry.
