Re.: SUGGESTIONS ON AMENDMENTS IN PROMOTION POLICY<br />
SIR,<br />
This has reference to the Amendments <strong>in</strong> Promoti<strong>on</strong> Policy proposed by GIPSA<br />
and notified by the GIPSA member Companies.<br />
Sir, we feel that the process should have been more c<strong>on</strong>sultative and<br />
collaborative. The Amendments f<strong>in</strong>alized by GIPSA could have been discussed<br />
with the Checked off Associati<strong>on</strong>s before be<strong>in</strong>g sent to the Companies for<br />
adopti<strong>on</strong>/ approval as the Meet<strong>in</strong>g called <strong>on</strong> 18 th April could not have proper<br />
discussi<strong>on</strong>s <strong>on</strong> the subject as it was envisaged more of a trust build<strong>in</strong>g<br />
exercise. Be<strong>in</strong>g <strong>on</strong>e of the largest stakeholders we deserved at least <strong>on</strong>e<br />
round of structured discussi<strong>on</strong>s <strong>on</strong> the proposed <strong>amendments</strong> <strong>in</strong> the Promoti<strong>on</strong><br />
Policy and the same was requested <strong>in</strong> our letter No. CONFED/2011/SG/011<br />
dated 23 rd May'2011 addressed to you.<br />
Our l<strong>on</strong>g pend<strong>in</strong>g demand for overhaul<strong>in</strong>g Promoti<strong>on</strong> Policy has not been<br />
redressed. Dock<strong>in</strong>g fast track channel is a part of <strong>in</strong>itiative of a<br />
comprehensive Policy. A comprehensive approach note to the GIPSA<br />
management was submitted by us <strong>in</strong> 2005. The issue may be resolved through<br />
discussi<strong>on</strong> after the current exercise is over, but with<strong>in</strong> October' 2011.<br />
In spite of great expectati<strong>on</strong>s by most of the Officers of movement to the<br />
next cadre by way of Fast track but <strong>on</strong>ly 3-5% of the eligible officers will<br />
f<strong>in</strong>ally make it. This will lead to <strong>in</strong>creased frustrati<strong>on</strong> am<strong>on</strong>g officers.<br />
Some secti<strong>on</strong> of Officers are hav<strong>in</strong>g a feel<strong>in</strong>g that Fast Track is be<strong>in</strong>g<br />
<strong>in</strong>troduced to elim<strong>in</strong>ate them from the Promoti<strong>on</strong> Process. With the<br />
<strong>in</strong>troducti<strong>on</strong> of Fast Track, the Seniority channel should be made a<br />
Exam<strong>in</strong>ati<strong>on</strong> hassle free channel so that officers who are not able to get<br />
through the Exam<strong>in</strong>ati<strong>on</strong>s also stand some chance of gett<strong>in</strong>g promoti<strong>on</strong>s with<br />
seniority.<br />

We would request you to c<strong>on</strong>sider the follow<strong>in</strong>g:<br />
1. To <strong>in</strong>crease the number of vacancies and share the Cadre strength norms for br<strong>in</strong>g<strong>in</strong>g more<br />
transparency <strong>in</strong> the system. The issue was raised by us <strong>on</strong> various occasi<strong>on</strong>s <strong>in</strong>clud<strong>in</strong>g 16 th March'2011<br />
Meet<strong>in</strong>g held at Hyderabad and <strong>on</strong> 18 th & 19 th April'2011 meet<strong>in</strong>g held with you at Chennai. The<br />
problem of cadre imbalance and cadre collapse cannot be handled by Fast Track al<strong>on</strong>e. The total<br />
number of the vacancies needs to be <strong>in</strong>creased. We have demanded a number of times that the<br />
vacancies be determ<strong>in</strong>ed us<strong>in</strong>g scientifically devised cadre strength norms under a c<strong>on</strong>sultative<br />
process al<strong>on</strong>g with us. We would request you to call a discussi<strong>on</strong> <strong>on</strong> the matter immediately.<br />
2. S<strong>in</strong>ce the year of implementati<strong>on</strong> of the revised <strong>policy</strong> is 2011-12, with no reference to the prospective<br />
nature, officers who have cleared exams <strong>in</strong> previous exercise should be given the benefit for im -<br />
plementati<strong>on</strong> <strong>in</strong> this year's promoti<strong>on</strong> exercise itself <strong>on</strong> the opti<strong>on</strong> of opt<strong>in</strong>g out of exam<strong>in</strong>ati<strong>on</strong>. This<br />
will not <strong>on</strong>ly facilitate the Officers but will also save the Man hours, leaves and M<strong>on</strong>ey spent <strong>on</strong> tra<strong>in</strong><strong>in</strong>g<br />
& travel<strong>in</strong>g by the Companies.<br />
3. Fast track should not be <strong>in</strong>troduced <strong>in</strong> isolati<strong>on</strong>. A parallel channel of Seniority channel also should<br />
also be brought <strong>in</strong> without any exam<strong>in</strong>ati<strong>on</strong> system to take care of senior officers many of them who<br />
may be excellent officers but not exam<strong>in</strong>ati<strong>on</strong> savvy.<br />
4. Fast track should be allowed <strong>on</strong>ly <strong>in</strong> alternate cadre, at the discreti<strong>on</strong> of the Officer, to ensure that<br />
there is no major imbalance <strong>in</strong> movement of Officers to higher cadre. For eg an Officer can move 4<br />
cadres <strong>in</strong> a span of 9 years by fast track, whereas some<strong>on</strong>e who is good, but is not able to make it to<br />
the next cadre due to lack of adequate vacancies <strong>in</strong> the Fast track, may have to wait even up to 9<br />
years for his batch to come to c<strong>on</strong>siderati<strong>on</strong>.<br />
5. Evaluati<strong>on</strong> parameters - Be<strong>in</strong>g a Fast track promoti<strong>on</strong>, the weightage for Work record should be re -<br />
duced compared to the Normal Channel. The <strong>in</strong>terview marks should be reduced to remove the ele -<br />
ment of subjectivity. S<strong>in</strong>ce many batches will be writ<strong>in</strong>g the exam simultaneously, with<strong>in</strong> Fast track,<br />
some marks may be kept for seniority to ensure that super cessi<strong>on</strong> are less al<strong>on</strong>g with due recogniti<strong>on</strong><br />
of merit as <strong>on</strong>ly qualified candidates will be under c<strong>on</strong>siderati<strong>on</strong>.<br />
6. Officers may not have an idea of the numbers of officers apply<strong>in</strong>g for the few fast track vacancies.<br />
Hence those apply<strong>in</strong>g for Fast track may be allowed to withdraw after publicati<strong>on</strong> of the number of<br />
candidates appear<strong>in</strong>g for the exam, before the issue of Hall ticket.<br />
7. To do away with the mandatory <strong>in</strong>surance qualificati<strong>on</strong> requirement to limit the number of Officers<br />
attempt<strong>in</strong>g the exam. Rather than putt<strong>in</strong>g restricti<strong>on</strong> <strong>on</strong> Officer want<strong>in</strong>g to try Fast track, Company<br />
should encourage more and more Officers to attempt for Fast Track to get the best Officers. The<br />
quality of the officer should not be judged by the Insurance qualificati<strong>on</strong>. To reduce the cost <strong>on</strong> exam<strong>in</strong>ati<strong>on</strong>,<br />
rather than cutt<strong>in</strong>g <strong>on</strong> the number of candidates, company can look <strong>in</strong>to <strong>on</strong>l<strong>in</strong>e exam<strong>in</strong>ati<strong>on</strong>s,<br />
which is adopted by many organizati<strong>on</strong>s nowadays. Productivity is go<strong>in</strong>g to be hard hit dur<strong>in</strong>g<br />
Insurance exams also, apart from the exist<strong>in</strong>g promoti<strong>on</strong> exam period, as all the officers will now be<br />

tak<strong>in</strong>g leave prepar<strong>in</strong>g for the exams.<br />
8. Alternately, to <strong>in</strong>crease the moratorium period to three years to Four years as theoretical<br />
calculati<strong>on</strong> of clear<strong>in</strong>g all the exams <strong>in</strong> <strong>on</strong>e attempt with<strong>in</strong> 2 years period is quite challeng<strong>in</strong>g.<br />
9. Insurance qualificati<strong>on</strong> not hav<strong>in</strong>g a bear<strong>in</strong>g till date for promoti<strong>on</strong> from Scale III to Scale IV, now<br />
suddenly f<strong>in</strong>ds place with requirement of highest qualificati<strong>on</strong>, viz., Fellowship <strong>in</strong> Insurance, tak<strong>in</strong>g<br />
all Scale III officers by surprise. Professi<strong>on</strong>al qualificati<strong>on</strong> should not be a criteria for Scale III to<br />
IV. It may be noted that many of the Officers reach<strong>in</strong>g this cadre may already have used the advantage<br />
of Professi<strong>on</strong>al qualificati<strong>on</strong> <strong>in</strong> previous promoti<strong>on</strong>s( start<strong>in</strong>g from Class III to I, Scale I to<br />
II and Scale II to III). Aga<strong>in</strong> giv<strong>in</strong>g them the advantage may not be fair. Hence this provisi<strong>on</strong> can be<br />
removed for Promoti<strong>on</strong> from Scale III to IV.<br />
10.Insurance Marks <strong>in</strong> Fast Track Channel for Associate should also be there.<br />
11. Fast track can be <strong>in</strong>troduced <strong>in</strong> Scale IV to V also, with 2 years wait<strong>in</strong>g period as <strong>in</strong> Scale V to VI<br />
and Scale VI to VII. It is a very short term perspective that stagnati<strong>on</strong> <strong>in</strong> Scale IV to V is not there.<br />
12.To c<strong>on</strong>sider the Professi<strong>on</strong>al Qualificati<strong>on</strong>s to be at par with Fellow for the purpose of Allow<strong>in</strong>g<br />
Specialist Officers <strong>in</strong> Fast Track and Qualificati<strong>on</strong> marks. The officers recruited for specialized<br />
jobs are required to excel <strong>in</strong> their field. The officers hav<strong>in</strong>g professi<strong>on</strong>al qualificati<strong>on</strong>s should be<br />
reck<strong>on</strong>ed at par with the fellow of the Insurance and hence they may be allowed to appear <strong>in</strong><br />
exam<strong>in</strong>ati<strong>on</strong> under Fast track provisi<strong>on</strong>.<br />
13. To have a separate exam<strong>in</strong>ati<strong>on</strong> System, with higher standards, for Fast Track as the Officers<br />
writ<strong>in</strong>g this exam<strong>in</strong>ati<strong>on</strong> will probably be those who do not come under the normal channel.<br />
Keep<strong>in</strong>g Fast track with normal channel may lead to <strong>in</strong>creas<strong>in</strong>g the exam<strong>in</strong>ati<strong>on</strong> standards for normal<br />
channel which goes aga<strong>in</strong>st the comm<strong>on</strong> officer The exam<strong>in</strong>ati<strong>on</strong> should have separate subjects for<br />
different streams as the utilizati<strong>on</strong> of the officers has to be stream wise.<br />
14. Also as a corollary to the above, be<strong>in</strong>g a different channel of Promoti<strong>on</strong> the two chances for<br />
Fast track should not be l<strong>in</strong>ked to the three attempts for the normal channel, as they are different<br />
channels and also to enable eligible officers to try for Fast track without any <strong>in</strong>hibiti<strong>on</strong>.<br />
We request you to call a meet<strong>in</strong>g with the Checked off Associati<strong>on</strong>s to discuss the above menti<strong>on</strong>ed issues<br />
immediately.<br />
