• The structural insulated panel (SIP) wall system, an engineered panel for walls and roofs that provides structural framing, insulation, and exterior sheathing in a solid one-piece component • The optimal value engineering (OVE) wall system, a framing material that enables better insulation than is possible in a wood-frame house • Freus air conditioning (AC), a high-efficiency AC option • Attic radiant barriers, which reduce AC loads by reducing home heat gain • Solar water heaters • Photovoltaic systems • Tankless water heaters • OASYS Two Stage Evaporative Coolers • The NightBreeze System, which circulates cool nighttime air through a home to remove the heat stored during daytime hours in the home’s thermal mass, allowing comfortable home temperatures during the day with little or no AC needed • Radiant flooring Other BIRA-sponsored ZEH/BA projects are underway in Arizona, Colorado, Washington, Texas, Nevada and California. These homes are in the planning stages and will include monitoring equipment to measure the energy performance of the various technologies. 1.4. Federal, State, and Utility Incentives As of 2006, the following federal tax credits are available: • $2,000 to the builder for building 50% above the 2004 International Energy Efficiency Code (IECC) • $2,000 to the buyer for installing a PV system on the home • $300 to the builder for installing a tankless water heater At the state level, the California Energy Commission provides a rebate of $2.60 per watt (W) for qualified PV systems through its Emerging Renewables Program (ERP). The ERP is open to customers of investor-owned utilities only and applies to systems under 30kW. This rebate level is as of August, 2006 and will be reduced over time. Meanwhile, the California Public Utilities Commission (CPUC) provides incentives to systems over 30kW through the Self-Generation Incentive Program (SGIP). The ERP and SGIP are to be replaced by new solar incentive programs in 2007. The CPUC and Energy Commission are jointly working on implementation of the California Solar Initiative (CSI), a 10-year, $2.9 billion program designed to move California citizens toward a diversified energy future. The program also will help reduce the costs of solar electricity through incentives. One of the program’s components focuses on incentives for PV systems installed on new homes. The California Energy Commission is responsible for implementing the new home component of the CSI program (currently called the “New Solar Homes Partnership), which runs from 2007 through 2017. 6
In addition, utilities typically have other incentives for building ZEH and participating in demand-side management programs. However, these are limited and are constantly changing. It is important to note that the builder can apply only for one rebate/incentive from the ERP or the utility, but not both. Some municipal utilities (also called publicly owned utilities) also provide incentives for incorporating PV systems. In the greater Sacramento area, two municipal utilities, Roseville Electric and Sacramento Municipal Utility District (SMUD), offer incentives for energy-efficient homes and for the installation of residential PV systems. The Roseville Electric incentives as of August, 2006 are as follows: • $4/watt for PV buy down • $600/house for meeting the Platinum Advantage Home program The SMUD incentives as of August, 2006 are as follows: • $20,000 for marketing • $3.00/watt for PV buy down • $500/house for line extension refund • $200/house for using fluorescent lamps and building to ENERGY STAR® home standards Builders featured in the following case studies took advantage of incentives, primarily from Roseville Electric and SMUD, to offset the initial costs of PV systems for their ZEHs. 7
