Institutional<br />
cooperation<br />
Most of <strong>NVE</strong>’s activities connected to development assistance are<br />
part of institutional cooperation with partner institutions in the<br />
developing country as elaborated in the following pages. Of <strong>NVE</strong>’s<br />
recorded hours on development assistance in <strong>2008</strong>, 68 % (or 6.3<br />
person-years) was spent on cooperation with 9 institutions in 6<br />
countries. In addition there has been some wrap-up work on the<br />
former contracts between <strong>NVE</strong> and Uganda and Angola, which is<br />
not included in this <strong>Annual</strong> <strong>Report</strong>. The institutional cooperation<br />
is always based on signed contracts, clearly defining objectives,<br />
scope and mode of work, time schedule, obligations of the parties,<br />
reporting, and total budget.<br />
As in earlier years approximately 20 – 25 % of the project funds have<br />
been spent on activities directly linked to institutional cooperation<br />
with <strong>NVE</strong>. Besides the <strong>NVE</strong> fees and reimbursable expenses, this<br />
includes various forms of training. The remaining 75 – 80 % is spent<br />
on local expenses or assignments carried out by consulting firms,<br />
either in direct contract with the cooperating institution or with<br />
<strong>NVE</strong>.
