The Country Agreement between Vietnam<br />
and Norway was signed on 19 September<br />
2006, and MONRE and <strong>NVE</strong> negotiated and<br />
signed a contract on 20 October 2006. The<br />
project is scheduled to last for at least three<br />
years.<br />
The main goal of the project is to establish<br />
licensing routines and procedures for<br />
hydropower projects which involve various<br />
authorities and stakeholders. The legal<br />
framework already exists but will be<br />
amended during the project. Training of<br />
involved staff in licensing and related skills is<br />
also an important activity within the project.<br />
A handbook for hydropower licensing will<br />
be developed, and a standard framework for<br />
license conditions and rules of operation is<br />
also included in the scope of work.<br />
Hydropower licensing involves several<br />
ministries and agencies in Vietnam, and<br />
the licensing process in Vietnam is not<br />
well coordinated. The first two years of the<br />
project has brought the involved authorities<br />
together in several workshop activities.<br />
Their responsibilities and tasks according to<br />
Vietnamese legislation has been presented<br />
and discussed in the workshops. The<br />
Norwegian licensing system and practice<br />
has also been presented as a reference for<br />
discussions and ideas. It seems that this<br />
contact between ministries has already led<br />
to changes towards better coordination in<br />
the licensing procedures. The workshops<br />
have provided input to the first draft of the<br />
hydropower licensing guidelines.<br />
