Timor-Leste<br />
In <strong>2008</strong> all reports for the feasibility studies<br />
for the 28 MW Iralalaru hydropower project<br />
and the transmission line from Dili to<br />
Lospalos were completed and approved by<br />
the authorities in Timor-Leste. Work on the<br />
tender documents for the construction of the<br />
Iralalaru plant was started.<br />
The study for Laclo hydropower project was<br />
abandoned, and additional studies of three<br />
small hydropower projects in the west of<br />
the country were initiated. The feasibility<br />
study for the Atsabe small hydropower<br />
project, approx 11 MW, was completed, and<br />
the documents are now with the authorities<br />
in Timor-Leste for evaluation and possible<br />
approval.<br />
Transport in rough terrain<br />
Installation<br />
In November <strong>2008</strong> the 326 kW Gariuai<br />
Mini Hydropower Plant, including a 4 km<br />
transmission line, was inaugurated with a<br />
traditional ceremony where people from<br />
the different ministries, the Parliament,<br />
the local administration, and high level<br />
representatives from Norway participated.<br />
This is the first hydropower plant ever built<br />
in Timor-Leste. The plant is financed with<br />
a grant from Norway (NOK 12.5 mill), and<br />
was constructed by local people in Gariuai.<br />
Abount 1500 local people, both women<br />
and men, were trained during the 3-year<br />
construction period. Students from the local<br />
vocational training institute also participated<br />
in the construction of the power plant and<br />
transmission line.
