The workshops also included a training aspect.<br />
The number of participants at the workshops<br />
counted between 30 and 40, including staff<br />
from MONRE, relevant ministries, authorities<br />
at provincial level and Electricity of Vietnam.<br />
Through presentations from the Vietnamese<br />
participants and from <strong>NVE</strong>, and through<br />
group work and discussions, the participants<br />
have increased their skills to develop<br />
licensing routines and procedures, and to<br />
deal with and evaluate license applications.<br />
A study tour to Norway was organised in<br />
October <strong>2008</strong>. Six participants from MONRE<br />
headed by a vice minister attended the study<br />
tour. The focus was on hydropower licensing,<br />
the roles and responsibilities of the involved<br />
authorities, climate change, flood forecasting,<br />
erosion and sedimentation in rivers. The<br />
program included presentations at <strong>NVE</strong>,visits<br />
to ministries and institutions and hydro-<br />
power developments near Oslo.<br />
Six candidates from MONRE, the Electricity<br />
Regulator Authority of Vietnam and<br />
Electricity of Vietnam attended courses at<br />
the International Centre for Hydropower<br />
in Trondheim, Norway and found it highly<br />
useful.<br />
