The workshops also included a training aspect.
The number of participants at the workshops
counted between 30 and 40, including staff
from MONRE, relevant ministries, authorities
at provincial level and Electricity of Vietnam.
Through presentations from the Vietnamese
participants and from NVE, and through
group work and discussions, the participants
have increased their skills to develop
licensing routines and procedures, and to
deal with and evaluate license applications.
A study tour to Norway was organised in
October 2008. Six participants from MONRE
headed by a vice minister attended the study
tour. The focus was on hydropower licensing,
the roles and responsibilities of the involved
authorities, climate change, flood forecasting,
erosion and sedimentation in rivers. The
program included presentations at NVE,visits
to ministries and institutions and hydro-
power developments near Oslo.
Six candidates from MONRE, the Electricity
Regulator Authority of Vietnam and
Electricity of Vietnam attended courses at
the International Centre for Hydropower
in Trondheim, Norway and found it highly
useful.
