The Expansion of Cambridge Biomedical CampusDesign and Access StatementPolicy Context3.13 This document explains the context of the proposals and thedesign thinking behind the planning application. In the contextof this application, there is a compelling case and widespreadacceptance of the need and justification for expansion of theCBC at national, regional, sub-regional and local policy level,through to site specific policies in the adopted ADF and theproposed Southern Fringe Area Action Plan. The policy contextof the proposed development is outlined fully in the PlanningStatement which accompanies the application.7
The Expansion of Cambridge Biomedical CampusDesign and Access Statement4 THE DESIGN EVOLUTION4.1 In 1999 the Trust first set out its vision for the future, through itsdocument '2020 Vision at Addenbrooke's'. Further refinementof the Vision came forward in June 2001 and most recently inJuly 2004 expanding upon the ideas and the commitment forthe campus to remain a world class centre of excellence.4.2 The land use allocation plan above is taken from '2020 Vision atAddenbrooke's' published in July 2004 and describes theemerging thoughts on the land uses and how they would workin the proposed extension. This led on to the development of aMasterplan for the site shown below.4.3 Some elements of the proposals were fixed, principally therequirement to link the site into the existing and proposedtransport system. The illustration on the right indicates theseprincipal routes.4.4 At this stage design work on the Addenbrooke's Access Road(AAR) and the CGB was well advanced and predicated themain access points into the site from the south and west. Inthis way the layout has been strongly influenced by theproposed access points. Certain aspects of the structurallandscape proposals were also influenced by contextualconsiderations, especially the interface between the built formand the open space to the west and south. However, the routeof the CGB through the site and how it linked into the existingCBC was still to be resolved, along with the configuration of theinternal roads, orientation of buildings, location of publicspaces, non-vehicular routes through the site, service areas,car parking areas and size of buildings were all to beconsidered.8
