28 <strong>Elevation</strong> <strong>to</strong> KJ;J!.a <strong>Consciousness</strong>put in<strong>to</strong> it. Indirectly, the disobedient citizens forcethe government <strong>to</strong> construct the prisonhouse. It isnot done for the pleasure of the government, whichhas <strong>to</strong> spend a great deal of money in constructingand maintaining it. On the contrary, the governmentwould be very glad <strong>to</strong> demolish prisons al<strong>to</strong>getherprovided that there are no disobedient citizens in thestate. In the same way, this material world is createdby the Supreme Lord, but the Supreme Lord doesnot will that living entities be put in it. The livingentities themselves make that decision. The residentsof this material world are therefore different fromthose who are eternally engaged in the transcendentalpastimes of the Supreme Lord.The impersonal monists have no information offull-fledged independent life in the eternal spiritualrealm. According <strong>to</strong> them, the spiritual realm issimply void. This is like prisoners thinking that thereis no life outside the prison. Life outside of a prisonis certainly free from prison activities, but is notdevoid of activity. The soul is by nature eternallyactive, but the impersonalists try <strong>to</strong> negate theactivities of the soul in the spiritual realm. Thus theymisunderstand the miseries of prison life <strong>to</strong> be thepastimes of the Supreme Lord. This is due <strong>to</strong> theirpoor fund of knowledge.The Supreme Lord never creates the actions andreactions of an individual soul. In Bhagavad-gztii thismatter is clearly defined in the following way:na kartrtvam na karmii(lilokasya srjati prabhu
