INTERNATIONAL ELECTORAL PILOT PREREQUISITESSTANDARDS• Details of any paper audit trail, or othermechanisms for auditing or verifying theaccuracy of the result 80 , required by theelectronic voting or counting solution.• Quantity of electronic voting or countinghardware and software that will likely beprocured, and whether this is likely to besplit between one or more suppliers.• Power requirements related to usingelectronic voting or counting hardwarein locations which do not have reliablemains power sources.• Electoral systems that need to beaccommodated by the electronic votingor counting technology (e.g., first past thepost, list based proportional representation,preference voting, bloc voting, etc.).• Requirements for coping with multiplelanguages, the scripts that will needto be accommodated and any specificrequirements to ensure electronicvoting or counting solutions are easy touse for voters. 81• Details of any environmental conditionsthe electronic voting or countinghardware would have to be able to dealwith, including extremes of heat, cold,humidity and dust.• Security requirements for the electronicvoting or counting technology. 8280 The Council of Europe (2004) recommendationon e-voting requires that the correctness of theresult produced by an e-voting system should beverifiable and that the system should be auditable –recommendations 26, 59 and 100-110.81 The Council of Europe (2004) recommendationon e-voting requires that the voter interface of anelectronic voting system be understandable andeasily usable – recommendation 1.82 The Council of Europe (2004) recommendation one-voting requires that the reliability and security ofan e-voting system be ensured and that all possiblesteps be made to mitigate against fraud using thesystem – recommendation 28 and 29.• Services that will be required from thevendor during the conduct of the pilotproject in addition to delivery of theelectronic voting or counting solution(e.g., project management services,configuration, training, and service supportduring the voting period in the pilot).• Anticipated delivery times for all servicesand goods to be provided once acontract has been awarded.• Project management arrangementsthat would be put in place by thevendor to coordinate pilot projectimplementation issues, clearly identifyingthe responsibilities that would be coveredby these arrangements.Additional information will also be required forthe selection process such as information notdirectly covered by the requirements for change(previously identified). This information mayrelate to basic functionality of the electronicvoting or counting system, functionality that allsystems will have, but will likely be implementeddifferently on each machine.Therefore, the request for proposals shouldask for information from the vendors on thefollowing:• Intellectual property rights the vendorwill expect to exercise over the hardwareand software provided as part of the bid.International Foundation for Electoral Systems 55
