The Decision on AdoptionThe result of the pilot project may be to adopt a new voting and countingtechnology system, not to adopt it or to conduct further tests.The Pilot Project Report will need to be carefully reviewed by the Feasibility StudyCommittee, if it is different from the Pilot Project Committee. The Feasibility StudyCommittee may decide to accept, reject or amend the conclusions and recommendations ofthe Pilot Project Report.A number of general conclusions and next steps may be reached as a result of the pilot project:• Not Proceed with <strong>Electronic</strong> <strong>Voting</strong> and <strong>Counting</strong> <strong>Technologies</strong> — It may be decided thatelectronic voting and counting technologies either do not meet the needs of the electionsin question, or they do meet the needs but the benefits to be gained do not justify theexpenditure required to implement them or the disruption caused by implementing them.In either case it will be important to clearly identify the reasons why the recommendationis made to not proceed. This will be important in the future. If cost, functionality or ease ofimplementing the technologies change, then this recommendation can be easily revisited.• Additional Piloting — For a number of reasons it may be decided that a recommendationcannot be made to proceed with the implementation of electronic voting and countingtechnologies, but also that investigation into their use should not be ended.It may be that the original specification developed for the electronic voting and countingtechnologies was defective or insufficient and the solutions with different functionalityor features would be better suited to the electoral environment.
