Concepts, methods and data2.3 Poverty density measureThe poverty incidence measure does not provideinformation as to the number of poor people ina given area. For example, some sub-counties onthis map have high poverty rates, but are inhabitedby relatively few people. As in other countries,decision makers in Uganda are often interested inthe distribution of the poor, i.e. where the highestnumbers of poor are found among administrativeunits and constituencies. The poverty densitymeasure provides this information.The poverty density measures the number of poorpeople per square kilometre in a sub-county orgiven area. The poverty density of each sub-countyis mapped using a categorical seven-colour schemethat ranges from light peach indicating relativelylow density to dark brown for high density areas.The poverty density of each of the sub-countiesin Northern Region is shown in Map 2.2. Dadamusub-county in Ayivu County, Arua District, hasthe highest poverty density in the region yet it isnot the poorest sub-county according to povertyincidence (Map 2.1). Examining the povertydensity maps, which present the number of poorpeople per km 2 , alongside the poverty incidencemaps, provides valuable and complementaryinformation regarding the geographic dimensionsof poverty in Uganda.14 Nature, distribution and evolution of poverty and inequality in Uganda, 1992 - 200214
