Appendix 4: Consolidated duediligence questions1 of 2<strong>Sustainable</strong> natural forest management• Is the company involved in land-use change or forestconversion?• Does management know of any current sustainability issuesin the supply chain, the company’s own operations, localregion or customer operations?• Is there reliable publicly available information about SFMissues, including forest conversion or land-use changerelated to the company?• Has the company developed a policy on SFM?• Has the company participated in international collaborativemeasures to encourage sustainable forest management?• Wood tracing systems (e.g. Chain of Custody programmes)are a key measure to ensure that forest products come fromsustainable sources: is the company employing crediblewood tracing systems to tackle significant risks?• Certification is a key measure to encourage SFM: is thecompany working systematically towards certification for allits forestry operations?Special places• Is the company aware of any areas under itsmanagement that might qualify as ‘special places’?• Has the company been lobbied by interested parties orbeen subject to media coverage raising concerns overthe handling of ‘special places’?• What procedures are in place to establish the existenceof ‘special places’ before commencement of forestryactivities?• Has the company developed a policy to ensure theprotection of ‘special places’?• Is the company participating in international collaborativemeasures to identify and protect ‘special places’?• Wood tracing systems (e.g. Chain of Custody programmes)can be a useful tool to assess whether special places havebeen adversely impacted on in the supply of forestryproducts: is the company employing credible wood tracingsystems to tackle significant risks?• Certification is a key weapon in the fight to protect theworld’s special places: is the company workingsystematically towards certification for all its forestryoperations?Planted forestsThe two principal concerns about forest plantations are:1. They may replace natural forest areas or areas in theforest landscape with unique qualities:• how recently was the primary forest or other vegetationcleared prior to establishment or planned forest plantation?• what condition was the forest cover in before clearance?• what efforts have been made to ensure that special places,high conservation value forest and forest with value tolocal and indigenous communities are protected?• has the company considered whether species selectionand / or use of genetic material may exacerbate or helpresolve environmental pressures?2. They may be established in areas with insecure landtenure and be inconsistent with local laws or customsregarding land occupation, or lack authorisation or supportof local and indigenous peoples.• what prior consultation was carried out with localcommunities?• do legal or customary rights conflict with planned activities?• will compensation of affected communities be needed andif so, what arrangements have been made?• do just and fair methods exist to resolve disputes? Dolocal people have the resources and information toparticipate in dispute resolution?• what mechanisms exist to ensure that localcommunities benefits are guaranteed?• how are environmental functions protected to guardagainst soil erosion, flooding, pollution of watercoursesetc.?Legality• Have there been any legal claims associated with itsoperations?• Does management know of any legality issues in thesupply chain, the company’s own operations, localregion or customer operations?• Is there reliable publicly available information aboutillegal logging concerns related to the company?• What governance arrangements and procedures are inplace to manage legality risks, and does this extend tothe supply chain?• Has the company developed a policy on legality (e.g.requiring trading partners to have legal title, requiringwarrantees or indemnification for illegal activity)?• Is the company participating in internationalcollaborative measures to combat illegal logging?• Wood tracing systems (e.g. Chain of Custodyprogrammes) are a key weapon against illegal trade inforest products: is the company employing crediblewood tracing systems to tackle significant risks?• Certification is a key weapon against illegal logging: isthe company working systematically towardscertification for all its forestry operations?Page 88pwc
