Questionnaires were sent to these firms and all firms identified inthe domestic interested parties’ response to the notice of institution as importers of saccharin. In addition,an importers’ questionnaire was sent to the domestic producer.Data on U.S. imports of saccharin are presented in table IV-1 and are based on unadjusted officialstatistics of the Department of Commerce. Imports of saccharin enter the United States under HTSsubheading 2925.11.00, an eo nomine category for saccharin and its salts.Imports of saccharin <strong>from</strong> <strong>China</strong> increased <strong>from</strong> 226,000 pounds to 3.0 million pounds (or by1,205.7 percent) <strong>from</strong> 2006 to 2008. The significant growth in imports of saccharin <strong>from</strong> <strong>China</strong> may beattributed to lower antidumping margins achieved through administrative reviews for the periodsDecember 27, 2002 to June 30, 2004 and July 2005 to June 2006, which effectively lowered theantidumping margins on saccharin <strong>from</strong> <strong>China</strong> first to 17.05 percent, then to 0.00 percent for the Chinesesaccharin producer Shanghai Fortune. The largest importers of saccharin <strong>from</strong> <strong>China</strong> in 2008 were ***and accounted for an aggregated *** percent of reported imports and *** percent of official statistics in2008. About 48 and 25 percent of the import quantities <strong>from</strong> all other sources combined in 2008 were<strong>from</strong> Korea and Taiwan, respectively.IV-1
