Unfortunately, far toooften, those governmentalagencies have classified documentsbased up<strong>on</strong> how embarrassingthey might be togovernment pers<strong>on</strong>nel ratherthan legitimate securityreas<strong>on</strong>s.The tendency to hidec<strong>on</strong>troversial opini<strong>on</strong>s thatlead to disputed decisi<strong>on</strong>sfrom the voting public, al<strong>on</strong>gwith diligent news media attemptsto uncover cover-ups,have resulted in most states,The Krum News is published weekly, each Friday, byLem<strong>on</strong>s Publicati<strong>on</strong>s Inc. The problem thatarises with attaching a topsecret classificati<strong>on</strong> to government-basedinformati<strong>on</strong>is when decisi<strong>on</strong> makers’embarrassment be<strong>com</strong>es themain factor in applying thatclassificati<strong>on</strong>.Those U.S. StateDepartment cables thatWikiLeaks obtained andcirculated c<strong>on</strong>tained a lot ofmaterial that should neverhave been classified, but thecables also c<strong>on</strong>tained vitalinformati<strong>on</strong> that put America’sbest interests in jeopardy.Our strategies, and,particularly, our implementati<strong>on</strong>of those strategies, toinfiltrate and neutralize terroristorganizati<strong>on</strong>s aroundthe world qualifies as informati<strong>on</strong>that should notbe available to the generalpublic.The mixed emoti<strong>on</strong>s Ifelt about WikiLeaks camefrom the sense that our intelligenceagencies had a betterhandle <strong>on</strong> potential terroristactivities than I had beenable to guess from the scantinformati<strong>on</strong> that was availableto me as an avid readerof a variety of news reports.The problem is that anythingI might know aboutour intelligence operati<strong>on</strong>s,our enemies would know… because the knowledgewould be somewhere outthere in the public domain.An essay by syndicatedcolumnist Le<strong>on</strong>ard PittsJr., headlined “The powerof terrorism lies in its psychologicaleffect,” found inSunday’s Houst<strong>on</strong> Chr<strong>on</strong>icle,and an article in the“Britain” secti<strong>on</strong> of the May25 editi<strong>on</strong> of “The Ec<strong>on</strong>omist,”headlined “An atrocityin L<strong>on</strong>d<strong>on</strong>, Return to oldstyleterror,” point out howwell America and Englandhave d<strong>on</strong>e to prevent massdeaths caused by terrorists<strong>on</strong> the soil of the world’smajor English-speaking nati<strong>on</strong>s.The Bost<strong>on</strong> Marath<strong>on</strong>bombs were the first “successful”terrorist attack <strong>on</strong>U.S. soil since September11, 2001, with <strong>on</strong>e possibleexcepti<strong>on</strong>. The slaying of aBritish soldier last week inL<strong>on</strong>d<strong>on</strong> by two terroristswho posed afterward forbystanders with cellph<strong>on</strong>ecameras was the first “successful”terrorist attack <strong>on</strong>the British mainland sinceJuly 2005 when bus and subwayattacks killed 52 peopleand hurt 770-plus.How many potential“l<strong>on</strong>e wolf ” terrorist attackshave we, America and GreatBritain, thwarted? We knowof a few, but do we out-ofthe-loop,grassroots Americansknow of others thathave been halted becauseour security people learnedof them?What does <strong>com</strong>m<strong>on</strong>sense tell us?It tells the Krumudge<strong>on</strong>that there are many more,as “The Ec<strong>on</strong>omist” putsit, “desperate, disorganizedyoung men … looking for apurpose in their lives and …susceptible to religious extremism”in both the UnitedKingdom and the UnitedStates.“Sometimes, in the heatof visceral revulsi<strong>on</strong>, we forgetan essential truth aboutterrorism,” Pitts writes.“Namely, that the peoplewho do these things are theopposite of powerful. N<strong>on</strong>statesp<strong>on</strong>sored terror is atactic chosen almost exclusivelyby the impotent.”Pitts offered less<strong>on</strong>slearned by Americans inthe Civil War and Brit<strong>on</strong>sin World War II as a significantperspective <strong>on</strong> theinability of n<strong>on</strong>-state sp<strong>on</strong>soredterror to destroy eithercountry:“The United States<strong>on</strong>ce tore itself in half andsurvived the wound. Couldit really be destroyed by menusing airliners as guidedmissiles? Britain was <strong>on</strong>cebombarded senseless foreight m<strong>on</strong>ths straight andlived to tell the tale. Could itreally be broken by two maniacswith machetes?”“Of course not,” Pittsanswered his own questi<strong>on</strong>.But past and potentialrandom acts of terror havebeen “successful” in <strong>on</strong>emajor sense, Pitts implies,by making us “appalled,frightened, irrati<strong>on</strong>al and,most of all, c<strong>on</strong>vinced thatwe are next and nowhere issafe.”Referring to both theBost<strong>on</strong> and L<strong>on</strong>d<strong>on</strong> actsof terrorism, “The Ec<strong>on</strong>omist”notes that, “Attacksof this kind are much harderto prevent than are more<strong>com</strong>plex plots that involveterrorist networks providingtraining and funding.But they have be<strong>com</strong>e more<strong>com</strong>m<strong>on</strong> as intelligence <strong>on</strong>such networks has improvedand American dr<strong>on</strong>e attackshave taken their toll <strong>on</strong>al-Qaeda bases in Pakistan’stribal areas.”There is, of course, avast difference between interceptingrandom acts ofterror <strong>on</strong> American and Britishsoil than there is in preparingfor “<strong>com</strong>plex plotsthat involve terrorist networks”in places like Libya,Somalia, Yemen, and similarMiddle East and NorthAfrican outposts. Benghaziwasn’t the first time Americandiplomats were murderedin Islamic-orientedcountries.The Krumudge<strong>on</strong> hasbeen aware, since 1956, ofthe potential for state-sp<strong>on</strong>soredterror inspired byerr<strong>on</strong>eous interpretati<strong>on</strong>sof the “word” of whatevergod might be perceived bywhatever state leadership tocause real damage. If a nati<strong>on</strong>ruled by jihadists whobelieve that killing n<strong>on</strong>-believersis their ticket to everlastinglife were to gainc<strong>on</strong>trol of even a handful ofnuclear weap<strong>on</strong>s, those rulerswould not fear annihilati<strong>on</strong>in retaliati<strong>on</strong>.What is hard for manyof us to do is to differentiatebetween those with suchradical, uncivilized beliefsand those who have escapedfrom the ignorance of theDark Ages. What is hard,I suspect, for many of theMuslim faith to do mightbe to differentiate betweenthose Christians who haveestablished America as aland of religious freedomand those who c<strong>on</strong>ductedthe Crusades between 1,000and 500 years ago.The Krumudge<strong>on</strong> seesa parallel, too, between jihadistacts of terror and therandom mass killings bymentally disturbed individualssuch as at Columbineor Newtown. The parallelis not that the latter slayingswere terrorism but that theyare as difficult to prevent.How “The Ec<strong>on</strong>omist”summarized the hackingdeath of the British soldierin L<strong>on</strong>d<strong>on</strong> last week couldapply to the mass slayingsthat killed children in Coloradoand C<strong>on</strong>necticut:“The real significanceof this horrible incident isthat it is a reminder of howlittle it takes for somethingthis shocking to happen.The security services, for alltheir success in recent years,can’t win every time.”The excepti<strong>on</strong> referredto above, of course, is theslaying in 2009 at Fort Hoodby a depraved Army psychiatristof 12 military pers<strong>on</strong>nel,plus the wounding of 30more. There was reluctance<strong>on</strong> the part of authoritiesfour years ago to identifythe slayers’ acti<strong>on</strong> as an actof terrorism, which speaksmore of dialectics than oflogic, as, I suppose, wouldbe the decisi<strong>on</strong> not to usethe word “alleged” in thisparagraph.Pitts cited a couple ofexamples of individual reacti<strong>on</strong>to 9/11 in his essay;a lady who told him shewould never enter a skyscraperagain, and his AuntRuth, who, during the anthraxscare, required his uncleto open all mail <strong>on</strong> thefr<strong>on</strong>t lawn.“I am also thinking ofthe country itself,” Pitts c<strong>on</strong>tinued,“which, in resp<strong>on</strong>seto the 9/11 attacks launchedtwo wars … at a ruinouscost in lives, treasure andcredibility that will haunt usfor years.”When it <strong>com</strong>es to applyingthe word “successful” toterrorist activity, I wouldbe inclined to suspect thatOsama bin-Laden went tohis grave believing that 9/11was highly successful. Thelives of American soldiers,the trilli<strong>on</strong>-plus dollars wehave spent in Iraq and Afghanistanand the unreststirred up in other parts ofthe Middle East and NorthAfrica have had a l<strong>on</strong>g-termdisruptive effect far bey<strong>on</strong>dthe <strong>com</strong>paratively tiny costof financing 9/11.Pitts sums it up betterthan the Krumudge<strong>on</strong> can:“Their most lasting violenceis not physical, butpsychological — the impositi<strong>on</strong>of fear, the loss of security.“We cannot c<strong>on</strong>trolwhat such people do.
