3(f)Quantity Surveyor/Documentation Expert53(g) Environmental Expert 5Grand Total 100While awarding marks <strong>for</strong> the number <strong>of</strong> Eligible Projects, the Applicant orKey Personnel, as the case may be, that has undertaken the highest number <strong>of</strong>Eligible Assignments shall be entitled to the maximum score <strong>for</strong> the respectivecategory and all other <strong>com</strong>peting Applicants or respective Key Personnel, asthe case may be, shall be entitled to a proportionate score.3.1.4 Eligible AssignmentsFor the purposes <strong>of</strong> determining Conditions <strong>of</strong> Eligibility and <strong>for</strong> evaluatingthe Proposals under this <strong>RFP</strong>, consultancy assignments in respect <strong>of</strong>preparation <strong>of</strong> feasibility report and/or detailed project report includingengineering surveys and social and environmental impact assessment, <strong>for</strong> thefollowing projects shall be deemed as eligible assignments (the “EligibleAssignments”):(i) Two- laning <strong>of</strong> a National or State Highway having an estimatedcapital cost (excluding land) <strong>of</strong> at least Rs. 100 crore (Rs one hundredcrore) in case <strong>of</strong> a project in India, or(ii) Any project involving construction and having an estimated capitalcost (excluding land) <strong>of</strong> at least Rs 250 crore (Rs. two hundred fiftycrore) in case <strong>of</strong> a project in India.Provided that the Applicant firm claiming credit <strong>for</strong> an Eligible Assignmentshall have, prior to PDD, received pr<strong>of</strong>essional fees <strong>of</strong> at least Rs. 25 lakh (Rs.twenty five lakh) <strong>for</strong> such assignment, and where credit is being claimed by aKey Personnel, she/he should have <strong>com</strong>pleted the relevant assignment prior toPDD.Provided further that if the Applicant firm is taking credit <strong>for</strong> an EligibleAssignment which was undertaken <strong>for</strong> a private sector entity, such assignmentshall have been <strong>com</strong>pleted prior to PDD and the Applicant shall have receivedpr<strong>of</strong>essional fees <strong>of</strong> at least Rs. 50 laks (Rs. fifty lakh).3.2 Short-listing <strong>of</strong> ApplicantsOf the Applicants ranked as a<strong>for</strong>esaid, not more than five shall be prequalifiedand short-listed <strong>for</strong> financial evaluation in the second stage.However, if the number <strong>of</strong> such pre-qualified Applicants is less than two, theAuthority may, in its sole discretion, pre-qualify the Applicant(s) whose<strong>technical</strong> score is less than 70 points even if such Applicant(s) do(es) notqualify in terms <strong>of</strong> Clause 3.1.2; provided that in such an event, the totalnumber <strong>of</strong> pre-qualified and short-listed Applicants shall not exceed two.3.3 Evaluation <strong>of</strong> Financial Proposal3.3.1 In the second stage, the financial evaluation will be carried out as per thisClause 3.3. Each Financial Proposal will be assigned a financial score (S F ).3.3.2 For financial evaluation, the total cost indicated in the Financial Proposal,excluding Additional Costs, will be considered. Additional Costs shall includeitems specified as such in Form -2 <strong>of</strong> Appendix-II.30
3.3.3 The Authority will determine whether the Financial Proposals are <strong>com</strong>plete,unqualified and unconditional. The cost indicated in the Financial Proposalshall be deemed as final and reflecting the total cost <strong>of</strong> services. Omissions, ifany, in costing any item shall not entitle the firm to be <strong>com</strong>pensated and theliability to fulfil its obligations as per the TOR within the total quoted priceshall be that <strong>of</strong> the Consultant. The lowest financial proposal (F M ) will begiven a financial score (S F ) <strong>of</strong> 100 points. The financial scores <strong>of</strong> otherproposals will be <strong>com</strong>puted as follows:S F = 100 x F M /F(F = amount <strong>of</strong> Financial Proposal)3.4 Combined and Final Evaluation3.4.1 Proposals will finally be ranked according to their <strong>com</strong>bined <strong>technical</strong> (S T )and financial (S F ) scores as follows:S = S T x T w + S F x F wWhere S is the <strong>com</strong>bined score, and T w and F w are weights assigned toTechnical Proposal and Financial Proposal that shall be 0.70 and 0.30respectively.3.4.2 The Selected Applicant shall be the first ranked Applicant (having the highest<strong>com</strong>bined score). The second ranked Applicant shall be kept in reserve andmay be invited <strong>for</strong> negotiations in case the first ranked Applicant withdraws,or fails to <strong>com</strong>ply with the requirements specified in Clause 2.24, 2.28 and2.29, as the case may be.31
