3(f)Quantity Surveyor/Documentation Expert53(g) Environmental Expert 5Grand Total 100While awarding marks for the number of Eligible Projects, the Applicant orKey Personnel, as the case may be, that has undertaken the highest number ofEligible Assignments shall be entitled to the maximum score for the respectivecategory and all other competing Applicants or respective Key Personnel, asthe case may be, shall be entitled to a proportionate score.3.1.4 Eligible AssignmentsFor the purposes of determining Conditions of Eligibility and for evaluatingthe Proposals under this RFP, consultancy assignments in respect ofpreparation of feasibility report and/or detailed project report includingengineering surveys and social and environmental impact assessment, for thefollowing projects shall be deemed as eligible assignments (the “EligibleAssignments”):(i) Two- laning of a National or State Highway having an estimatedcapital cost (excluding land) of at least Rs. 100 crore (Rs one hundredcrore) in case of a project in India, or(ii) Any project involving construction and having an estimated capitalcost (excluding land) of at least Rs 250 crore (Rs. two hundred fiftycrore) in case of a project in India.Provided that the Applicant firm claiming credit for an Eligible Assignmentshall have, prior to PDD, received professional fees of at least Rs. 25 lakh (Rs.twenty five lakh) for such assignment, and where credit is being claimed by aKey Personnel, she/he should have completed the relevant assignment prior toPDD.Provided further that if the Applicant firm is taking credit for an EligibleAssignment which was undertaken for a private sector entity, such assignmentshall have been completed prior to PDD and the Applicant shall have receivedprofessional fees of at least Rs. 50 laks (Rs. fifty lakh).3.2 Short-listing of ApplicantsOf the Applicants ranked as aforesaid, not more than five shall be prequalifiedand short-listed for financial evaluation in the second stage.However, if the number of such pre-qualified Applicants is less than two, theAuthority may, in its sole discretion, pre-qualify the Applicant(s) whosetechnical score is less than 70 points even if such Applicant(s) do(es) notqualify in terms of Clause 3.1.2; provided that in such an event, the totalnumber of pre-qualified and short-listed Applicants shall not exceed two.3.3 Evaluation of Financial Proposal3.3.1 In the second stage, the financial evaluation will be carried out as per thisClause 3.3. Each Financial Proposal will be assigned a financial score (S F ).3.3.2 For financial evaluation, the total cost indicated in the Financial Proposal,excluding Additional Costs, will be considered. Additional Costs shall includeitems specified as such in Form -2 of Appendix-II.30
3.3.3 The Authority will determine whether the Financial Proposals are complete,unqualified and unconditional. The cost indicated in the Financial Proposalshall be deemed as final and reflecting the total cost of services. Omissions, ifany, in costing any item shall not entitle the firm to be compensated and theliability to fulfil its obligations as per the TOR within the total quoted priceshall be that of the Consultant. The lowest financial proposal (F M ) will begiven a financial score (S F ) of 100 points. The financial scores of otherproposals will be computed as follows:S F = 100 x F M /F(F = amount of Financial Proposal)3.4 Combined and Final Evaluation3.4.1 Proposals will finally be ranked according to their combined technical (S T )and financial (S F ) scores as follows:S = S T x T w + S F x F wWhere S is the combined score, and T w and F w are weights assigned toTechnical Proposal and Financial Proposal that shall be 0.70 and 0.30respectively.3.4.2 The Selected Applicant shall be the first ranked Applicant (having the highestcombined score). The second ranked Applicant shall be kept in reserve andmay be invited for negotiations in case the first ranked Applicant withdraws,or fails to comply with the requirements specified in Clause 2.24, 2.28 and2.29, as the case may be.31
