1. INTRODUCTION1.1 Background1.1.1 The Rajasthan State Road Development & Construction Corporation Limitedacting <strong>for</strong> and on behalf <strong>of</strong> the Government <strong>of</strong> Rajasthan (the “Authority”) isengaged in the development <strong>of</strong> state highways and other state roads and as part<strong>of</strong> this endeavour, the Authority has decided to undertake Two-laning withpaved shoulders <strong>of</strong> the Pratpgarh - Mandsaur (Rajasthan border) Road (the“Project”) on BOT/ ANNUITY basis. The indicative cost <strong>of</strong> the Project is Rs.25 crore (Rupees twenty five crore) .1.1.2 With a view to inviting bids <strong>for</strong> the Project, the Authority has decided toconduct a detailed study <strong>for</strong> execution <strong>of</strong> the Project.1.1.3 In pursuance <strong>of</strong> the above, the Authority has decided to carry out the process<strong>for</strong> selection <strong>of</strong> a Technical Consultant, <strong>for</strong> preparing the Detailed ProjectReport and bid documents. The Technical Consultant shall prepare theDetailed Project Report in accordance with the Terms <strong>of</strong> Reference specifiedat Schedule-1 (the “TOR”).1.2 Request <strong>for</strong> ProposalThe Authority invites Proposals (the “Proposals”) <strong>for</strong> selection <strong>of</strong> a TechnicalConsultant (the “Consultant”) who shall prepare a Detailed Project Report <strong>for</strong>development <strong>of</strong> the Project. The Detailed Project Report shall include trafficand engineering surveys, alignment review, land plans and Preliminary design<strong>of</strong> geometrics, pavement, structures, safety devices, toll plazas, projectfacilities in con<strong>for</strong>mity with the TOR (collectively the “Consultancy”).The Authority intends to select the Consultant through an open <strong>com</strong>petitivebidding process in accordance with the procedure set out herein.1.3 Due diligence by ApplicantsApplicants are encouraged to in<strong>for</strong>m themselves fully about the assignmentand the local conditions be<strong>for</strong>e submitting the Proposal by paying a visit to theAuthority and the Project site, sending written queries to the Authority, andattending a Pre-Proposal Conference on the date and time specified in Clause1.10.1.4 Sale <strong>of</strong> <strong>RFP</strong> Document<strong>RFP</strong> document can be obtained between 1100 hrs and 1600 hrs on all workingdays on payment <strong>of</strong> a fee <strong>of</strong> Rs. 1,000 (Rupees one thousand only) in the <strong>for</strong>m<strong>of</strong> a demand draft or cheque drawn on any Scheduled Bank in India in favour<strong>of</strong> Rajasthan State Road Development & Construction Corporation Limited,Jaipur and payable at Jaipur. The document can also be downloaded from theOfficial Website <strong>of</strong> the Authority. In case <strong>of</strong> a downloaded <strong>for</strong>m, theApplicant need not deposit the a<strong>for</strong>esaid fee.1.5 Validity <strong>of</strong> the ProposalThe Proposal shall be valid <strong>for</strong> a period <strong>of</strong> not less than 90 days from theProposal Due Date (the “PDD”).1.6 Brief description <strong>of</strong> the Selection ProcessThe Authority has adopted a two stage selection process (collectively the“Selection Process”) in evaluating the Proposals <strong>com</strong>prising <strong>of</strong> <strong>technical</strong> andfinancial bids to be submitted in two separate sealed envelopes.
