1. INTRODUCTION1.1 Background1.1.1 The Rajasthan State Road Development & Construction Corporation Limitedacting for and on behalf of the Government of Rajasthan (the “Authority”) isengaged in the development of state highways and other state roads and as partof this endeavour, the Authority has decided to undertake Two-laning withpaved shoulders of the Pratpgarh - Mandsaur (Rajasthan border) Road (the“Project”) on BOT/ ANNUITY basis. The indicative cost of the Project is Rs.25 crore (Rupees twenty five crore) .1.1.2 With a view to inviting bids for the Project, the Authority has decided toconduct a detailed study for execution of the Project.1.1.3 In pursuance of the above, the Authority has decided to carry out the processfor selection of a Technical Consultant, for preparing the Detailed ProjectReport and bid documents. The Technical Consultant shall prepare theDetailed Project Report in accordance with the Terms of Reference specifiedat Schedule-1 (the “TOR”).1.2 Request for ProposalThe Authority invites Proposals (the “Proposals”) for selection of a TechnicalConsultant (the “Consultant”) who shall prepare a Detailed Project Report fordevelopment of the Project. The Detailed Project Report shall include trafficand engineering surveys, alignment review, land plans and Preliminary designof geometrics, pavement, structures, safety devices, toll plazas, projectfacilities in conformity with the TOR (collectively the “Consultancy”).The Authority intends to select the Consultant through an open competitivebidding process in accordance with the procedure set out herein.1.3 Due diligence by ApplicantsApplicants are encouraged to inform themselves fully about the assignmentand the local conditions before submitting the Proposal by paying a visit to theAuthority and the Project site, sending written queries to the Authority, andattending a Pre-Proposal Conference on the date and time specified in Clause1.10.1.4 Sale of RFP DocumentRFP document can be obtained between 1100 hrs and 1600 hrs on all workingdays on payment of a fee of Rs. 1,000 (Rupees one thousand only) in the formof a demand draft or cheque drawn on any Scheduled Bank in India in favourof Rajasthan State Road Development & Construction Corporation Limited,Jaipur and payable at Jaipur. The document can also be downloaded from theOfficial Website of the Authority. In case of a downloaded form, theApplicant need not deposit the aforesaid fee.1.5 Validity of the ProposalThe Proposal shall be valid for a period of not less than 90 days from theProposal Due Date (the “PDD”).1.6 Brief description of the Selection ProcessThe Authority has adopted a two stage selection process (collectively the“Selection Process”) in evaluating the Proposals comprising of technical andfinancial bids to be submitted in two separate sealed envelopes.
