1. The embankments design should provide for maximum utilization of locallyavailable materials consistent with economy. Use of fly ash wherever availablewith in economical leads must be considered. In accordance with Governmentinstructions, use of fly ash within 100 km from Thermal Power Stations ismandatory.2. The Consultants shall carry out detailed analysis and design for all embankments ofheight greater that 6 m based on relevant IRC publications.3. The design of embankments should include the requirements for protection worksand traffic safety features.4.12.6. Design of Bridges and Structures1. The Consultant shall prepare General Arrangement Drawing (GAD) and AlignmentPlan showing the salient features of the bridges and structures proposed to beconstructed / reconstructed. The GAD shall be supplemented by Preliminarydesigns. In respect of span arrangement and type of bridge a few alternatives withcost-benefit implications should be submitted to enable RSRDC to approve thebest alternative.2. The location of all at-grade level crossings shall be identified falling across theexisting level crossings for providing ROB at these locations. The Consultantsshall prepare preliminary GAD for necessary construction separately to the Client.The Consultant shall pursue the Indian Railways Authorities or/and any statutoryauthority of State/Central Government for approval of the GAD from concernedAuthorities.3. Subsequent to the approval of the GAD and Alignment Plan by RSRDC andRailways, the Consultant shall prepare detailed design as per IRC and Railwaysguidelines and working drawings for all components of the bridges and structures.4. Suitable repair / rehabilitation measures shall be suggested in respect of the existingstructures as per IRC-SP:40 along with their specifications, drawings and costestimate in the form of a report. The rehabilitation or reconstruction of thestructures shall be suggested based on broad guidelines for rehabilitation andstrengthening of existing bridges contained in IRC-SP:35 and IRC-SP:40.5. Subsequent to the approval of the GAD and the alignment plan by RSRDC,detailed design shall also be carried out for the proposed underpasses, overpassesand interchanges.6. The Consultants shall also carry out the design and make suitable recommendationsfor protection works for bridges and drainage structures.7. In case land available is not adequate for embankment slope, suitable design forRCC retaining wall shall be furnished. However, RES wall may also beconsidered depending upon techno-economic suitability to be approved byRSRDC.4.12.7. Drainage System1. The requirement of roadside drainage system and the integration of the same withproposed cross-drainage system shall be worked out for the entire length of theproject road section.2. In addition to the roadside drainage system, the Consultants shall design the specialdrainage provisions for sections with super-elevated carriageways, highembankments and for road segments passing through cuts.50
3. The designed drainage system should show locations of turnouts/outfall points withdetails of outfall structures fitting into natural contours. A separate drawing sheetcovering every 5 km. stretch of road shall be prepared.4.12.8. Traffic Safety Designs, Road Furniture and Road MarkingsThe Consultants shall design suitable traffic safety features and road furnitureincluding traffic signals, signs, markings, overhead sign boards, crash barriers,delineators etc. The locations of these features shall be given in the reports andalso shown in the drawings.4.12.9. Arboriculture and LandscapingThe Consultants shall work out appropriate plan for planting of trees (specifyingtype of plantation), horticulture, floriculture on the surplus land of the right-ofwaywith a view to beautify the highway and making the environment along thehighway pleasing. The existing trees / plants shall be retained to the extentpossible.4.12.10. Toll Plaza1. The Consultants shall identify the possible toll plaza location(s) based on the dataand information derived from the traffic studies and a study of the existingphysical features including the availability of land. The location of the toll plazashould be finalised in consultation with RSRDC.2. The Consultants shall design the toll plaza layout based on the consideration oftraffic segregation, acceptable queue length and the average waiting time for thevehicle during the analysis period.3. The setting up, operation and administration costs for the proposed toll collectionsystem shall be worked out by the Consultants.4.12.11. Weighing Station, Parking Areas and Rest AreasThe consultant shall select suitable sites for weighing stations, parking areas andrest areas and prepare suitable separate designs in this regard. The commonfacilities like petrol pump, first-aid medical facilities, police office, restaurant,vehicle parking etc. should be included in the general layout for planning.Weighing stations can be located near toll plazas.4.12.12. Deleted4.12.13 Miscellaneous Works1. The Consultants shall make suitable designs and layout for miscellaneous worksincluding rest areas, bus bays, vehicle parking areas, telecommunication facilitiesetc. wherever appropriate.2. The Consultants shall prepare the detailed scheme and lay out plan for the worksmentioned in Para 1.3. The Consultants shall prepare detailed plan for the traffic management and safetyduring the construction period.4.13 Environment and Social Impact Assessment4.13.1 Environment Impact Assessment and Management Plan1.
